Elk Grove Promenade Developer Surprises, Reports Annual Profit




General Growth Properties still faces multi-billion dollar debt


The troubled developer of the Elk Grove Promenade, Chicago-based General Growth Properties (GGP), reported an unexpected annual profit of $26.26 million. This is a 90% drop from the previous fiscal year where GGP reported a profit $287.95 million.

Despite the profit, GGP is technically in default on $1.179 billion in loans and has "$4.09 billion of debt that could be accelerated,” according to GGP.

GGP is the developer of the troubled Elk Grove Promenade mall. Construction of the mall was halted last summer in the midst of the credit crisis. GGP also owes the City of Elk Grove over $300,000 in fees.

Elk Grove Police Arrest Bank Robbery Suspect



So-called "Flannel Guy" nabbed


ELK GROVE , CA – On February 25, 2009 at 4:58 p.m., the Elk Grove Police Department developed information that a wanted parolee, 41-year-old John Sandretto of Citrus Heights, would be at a residence located in the 5500 block of Laguna Park Dr . Officers began a surveillance of the residence and at 5:44 p.m., John Sandretto was taken into custody without incident by members of the Elk Grove Police Department for a felony warrant and narcotic charges.

During the course of the arrest and subsequent investigation, officers developed information that John Sandretto was responsible for the robbery of the Downey Savings & Loan in Elk Grove ( 5000 Laguna Blvd. ) on February 20, 2009. In addition to the Downey Savings & Loan robbery, Sandretto is suspected of being responsible for three other bank robberies: the Union Bank of California at 1850 Douglas Blvd. in Roseville on February 17, 2009; the Washington Mutual Bank at 3601 Fair Oaks Blvd. in Sacramento on February 23, 2009; and the Wells Fargo Bank at 2000 Douglas Boulevard in Roseville on February 25, 2009.

During the bank robberies, Sandretto handed the tellers a note and demanded money. Sandretto had been nicknamed the "Flannel Guy" because of the plaid flannel jacket he wore during the first two robberies.

Elk Grove Police Seeking Help In Bank Probbery



ELK GROVE, CA – On February 20, 2009 at 4:49 p.m., the Elk Grove Police Department responded to a bank robbery that had just occurred at the Downey Savings & Loan located at 5000 Laguna Blvd.

An unidentified male approached a Downey Savings & Loan teller and handed her a note demanding money. The teller complied with the suspect’s demands and retrieved an undisclosed amount of currency, which the unidentified suspect took from the teller. The suspect then exited the bank and fled with the money in an unknown direction.

The subject was described as a white male adult, 40 to 50 years of age, 5’7”, 170 pounds with dark brown /gray hair and a goatee. The suspect was wearing a dark baseball cap, green and tan Pendleton type jacket with light colored blue jeans.

Elk Grove City Manager - Agenda Light For a Reason




Elk Grove city manager Laura Gill notes there is a reason why tonight's city council agenda is light.

Gill was responding to our most previous post that questioned if the agenda was sparse as a function of economic woes.

Not so, says Gill in a comment submitted to the posting:
Actually, the agenda is light by design. The City Council will be providing direction to staff regarding the types of amenities that it would like to see located at the Civic Center site. Instead of scheduling a special workshop for Council deliberation, this agenda item is "the main event" for tonight's meeting.

Elk Grove City Council Meeting Has Light Agenda: Sign Of The Times?



City will also recognize the 100th Anniversary of Elk Grove Citizen


Tomorrow night's Elk Grove City Council meeting should prove to be quick as the council will hear only two planning items and an update on the civic center.

Of the two planning items, one will consider a rezone of several lots located near the Sheldon Rd. and Hwy. 99 interchange. The rezone will change the lots from low and medium density housing to commercial and high density housing.

In the past, city council agenda were often packed with planning items and the meetings turned into marathon events. With the real estate meltdown and collapse of construction, Wednesday's agenda might be an indication of the recessionary woes.

The council will also present the Elk Grove Citizen, the official newspaper of record for the City of Elk Grove, with a certificate of appreciation. 2009 marks the 100th year of continuous publication of the Citizen.


Elk Grove’s Spring Cleaning Program Hits The Streets Monday




ELK GROVE, CA – This spring, the City of Elk Grove will be turning up the heat on blight and nuisances throughout the City, as the second annual Spring Cleaning Program kicks off on March 2.

Over the next three months, the City of Elk Grove’s Community Enhancement team will be combing every street in Elk Grove, working proactively with the community to look for violations of the City’s codes, and then educating property owners to encourage voluntary compliance.

Community Enhancement Field Inspectors will be looking for properties with inoperable or abandoned vehicles, abandoned homes, unmaintained yards with high weeds and grass, or junk and debris. They’ll be encouraging residents to take a proactive approach with their property and take care of the violations.

“Unmaintained properties and neglected homes can have a negative impact on the quality of life for all Elk Grove residents,” said Mayor Pat Hume. "If residents work proactively with the City we can stave off blight and let the pride in our homes and neighborhoods shine as pride in our community. Together, we can keep Elk Grove beautiful.”

Elk Grove Police Detain Three Juveniles At 'Strikes'



Elk Grove Police detained three juvenile suspects at Strikes Bowling Saturday night following a disturbance.

According to police reports, two male juveniles aged 16 and 17 were being escorted off the premises when the two suspects started making violent threats against the security personnel. Officers arrived and detained the two teenagers and third juvenile suspect, a 16 year old girl for violation of curfew.

Upon a consent search of the girl's purse, officers discovered narcotics. All three were detained and transferred to juvenile hall.


Elk Grove Mother Gives Police Tip, Son Arrested



An Elk Grove mother told police last week that her son was a suspect in the robbery of her house.

According to the Elk Grove Police daily incidents report, Deborah Lindsey's house on Heartleaf was burglarized and she believed her 18-year old son Kyle Lindsey was responsible.

The younger Lyndsey was currently in custody in county jail for an unrelated charge when detectives contacted him. Detectives determined that Lindsey was responsible for the burglary and it was added to his charges.

Elk Grove Road Work Alert: Lane Closure on Grant Line Road Scheduled Next Week



ELK GROVE, CA - The City of Elk Grove will close one lane of Grant Line Road at the Waterman intersection next week, to begin preliminary work on a project that will significantly improve traffic flow and enhance safety.

From February 23 to March 7, crews will begin work on the Waterman Road Intersection Improvement Project, which will move this intersection away from the Union Pacific Railroad Crossing, and signalize the intersection.

One westbound lane will be closed for preliminary work, which includes tree removals. Personnel will direct traffic at the site. Motorists may also use Mosher Road and Waterman Road as an alternate route.

When complete, the Waterman Road Intersection Improvement Project will:

* Add traffic signals to the intersection, which will reduce traffic and wait times, while improving the safety of turns from and onto Waterman Road
* Add turn lanes to separate traffic movements
* Move the intersection away from the railroad to prevent vehicles queuing across the railroad tracks
* Allow for future work on the Grant Line Road Widening Project

The project is expected to be finished by the summer of 2010.

When the project was approved last summer, the city council did not seriously consider a request for inserting a living-wage provisions for employees of the hotel.

As for expenditures, Davis' largest was $17,998 to Capitol Campaigns for a city-wide mailer promoting a picnic he hosted and $2,000 to the Democratic Party of Sacramento, .

Davis, who has not formally announced his candidacy for 2010, has $52,083 in his coffers as of December 31, 2008.


Elk Grove Community Group To Hold Meeting on Sphere Of Influence

ELK GROVE, CA – Elk Grove Mayor Patrick Hume will host and facilitate a summit meeting focusing on the city’s sphere of influence application (SOI). The summit, sponsored by the Elk Grove Community Connection (EGCC), will be held on Wednesday, March 18, 2009, at the Elk Grove City Hall, Council Chambers, 8400 Laguna Palms Way, Elk Grove, CA, beginning at 6:30 p.m.

"This summit will be an excellent opportunity to hear from City and County representatives on how we have been working cooperatively toward the long term planning of the South County area. There will also be a presentation from LAFCO on the status of the SOI application and next steps. I hope you can join us," states Hume.

It is EGCC’s desire to get all the stakeholders in the same room so that we can all hear together where we stand in the process, where the city and county are in relation to concerns regarding open space and floodplain issues as well as an update on the Habitat Conservation Plan in relation to the SOI.

Elk Grove Police Arrest Duo For Armed Robbery Of Baseball Cap



An Elk Grove adult male and Sacramento juvenile male were arrested yesterday on suspicion of an armed robbery on Elk Grove Blvd. on Wednesday afternoon.

According to police reports, late Wednesday afternoon Michael Matthews and several friends were walking along Elk Grove Blvd. near Cresleigh Pkwy. when a vehicle occupied by the two suspects pulled along side them, pointed a black revolver and demanded property. Matthews gave the duo his baseball cap and the vehicle left.

A witness was able to obtain the plate number and reported it to police. Through investigative efforts, officers were able to indentify the two suspects and served warrants for the arrests of 18-year old Chase Underwood and a 17-year old juvenile male.

The juvenile was the driver of the vehicle and brandished the revolver. Underwood was transferred to the county jail and the youth to juvenile hall.


Elk Grove City Council To Conduct Two Special Meetings Next Week



The Elk Grove City Council announced today they will hold two special meetings next week.

The meetings are scheduled for Friday, February 27 at 3:00 pm and on Saturday, February 28 at 9:00 am. Both meetings will be held in the community meeting room of the Elk Grove Public Library on Elk Grove Blvd.

According to the agendas, the meetings are strategic planning sessions for the city's 2010 financial budget.

Elk Grove Police Make Arrests In Two Separate Domestic Violence Incidents



Elk Grove Police made arrests in two separate domestic disputes that turned violent.

In the first case, 31-year old suspect Latoya Houston was involved in a verbal argument yesterday afternoon when she armed herself with scissors and swung at the victim causing a small laceration on his body. Houston was arrested and transferred to county jail.

The second incident occurred early this morning when 54-year old suspect Eugene Macahilsa became involved in a verbal argument with the two victims. According to police reports, Macahilsa pulled one of the victims out of her bedroom by the hair causing injury.

When the second victim intervened, Macahilsa punched the victim in face causing injury. Macahilsa was arrested and transferred to county jail.

In both cases the victims were issued protective orders against the suspects.


McClatchy Shares At 52-Week Low






Shares of Sacramento Bee publisher continues to fall


In NYSE trading yesterday, shares of McClatchy Inc. (MNI) closed at a 52-week low of 52¢ per share. MNI has traded as high as $11.21 in the last 52 weeks.

While there was no particular news that drove MNI's price down, the entire newspaper industry continues to be hampered by the worldwide recession and flight of readers and advertisers to the internet. Ironically, while newspapers look to their internet sites as a sort of white knight, Business Week reports local advertising dollars on the internet are expected to show very little growth this year.
Local interactive advertising is headed for a big slowdown this year, according to Borrell Associates, an online advertising researcher. This year "will be the first in many in which some components of interactive advertising show little or no growth, or may even decline," Borrell said in a November report. The market will grow 4.7%, to $13.3 billion in 2009, after 50% growth in 2008, Borrell says. And don't expect a rebound when the economy recovers. The market shows "no sign of improving quickly, irrespective of upward movement in the nation's economy," the report goes on to say.

Elk Grove Police Catch Juvenile Burglars In Foot Pursuit



Pair arrested for afternoon burglary


Elk Grove Police arrested two juvenile suspects yesterday on suspicion of home burglary.

According to police reports, officers responded to an in-progress incident on the 8400 block of Tragus Way. Upon arrival, officers saw two male teenagers fleeing the residence.

After a brief foot pursuit, police officers detained the pair and identified the stolen property. The two teens were arrested and transferred to juvenile hall.

Three Day Weekend Results In Several Arrests For Elk Grove Police



Police stop suspected home burglars, seek suspects in store armed robbery; basketball court robbery results in several arrests

Cold and wet weather wasn't enough to slow criminal activity of the long Presidents Day weekend according to incident reports from the Elk Grove Police Department.

Early Friday morning officers responded to a call reporting suspicious activity on Heritage Hill Drive. Suspect 35 year-old Doing Nguyen was seen running from a residence and getting into a car driven by 47 year-old suspect May Saephan.

Officers located the car and initiated a vehicle stop where they discovered Nguyen was on probation and in possession of narcotics paraphernalia and burglary tools. A search of Saephan's purse revealed burglary tools and narcotic paraphernalia. Both were arrested and transferred to county jail.

On Saturday night at approximately 6:25 the Illusion Novelty store on the 4800 block of Laguna Blvd, was robbed. According to police reports, two unknown black male suspects aged 18-20, one of whom was armed with a shotgun, entered the store and demanded money from customers and the store.

The two suspects, both of whom wore dark clothing, took money from a customer's wallet and the store and fled on foot.

Yesterday afternoon, four suspects, one male adult and three male juveniles, were arrested following an incident on a park basketball court on Oak Park Drive. According to the police, 18-year old Alexander Wyn and three others took the possessions of two juveniles and one adult while the victims were playing basketball.

When confronted by the victims, all four suspects assaulted one of the victims. Based on witness accounts, officers obtained a search warrant and discovered the stolen property in the residence of one of the juvenile suspects. The three juveniles were transferred to juvenile hall and Wyn was taken to county jail.

Early this morning police arrested 19-year old Robert Miller on suspicion of auto robbery. The suspect was initially stopped for a vehicle code violation and then fled on foot.

In addition, police made arrests for domestic violence, outstanding warrants and public intoxication. In one of the domestic violence arrests, a spouse threatened the other spouse with a knife with a threat to kill. A protective order was issued.

Schwarzenegger Orders 20,000 Layoffs




Another kick-in-the-head for Elk Grove


After failing to reach a budget, Gov. Schwarzenegger ordered layoff notices to be sent to 20,000 state employees tomorrow.

The shortcomings downtown are well documented. For people here in Elk Grove, many of whom are bound to be part of the 20,000 laid-off workers, this is just another blow to a local economy already staggering from high unemployment, low sales taxes revenues and persistent residential foreclosures.

How much more can Elk Grove take? Apparently all the assembly members and senators would rather play politics than work on the peoples business.

If nothing else, it's time for Elk Grove to get some 'shovel-ready' projects in the works.

Elk Grove Officials Meet With Wal Mart, Lux Taylor




Wal Mart agrees to limit hours


Following Wednesday's Elk Grove City Council meeting where dozens of people spoke in opposition to a 24-hour Wal Mart proposed for Bruceville Rd. and Whitlelock Pkwy., city officials met with developer Lux Taylor and Wal Mart representatives Steve Edward and Aaron Rios.

According to information provided to EGN by Elk Grove city council member Steve Detrick, Wal Mart has agreed to limit their hours of operation from 6:00 am to 12:00 pm.

Although many residents had sought to limit the proposed Wal Mart to a closing hour of 10:00 pm, Wal Mart countered that other nearby competitors, notably Save Mart and a proposed Safeway, were open until 12:00 pm.

Wal Mart said they would sign an agreement as long as no competitor in a two-mile radius went to a 24-hour operation. Wal Mart wants an option in the agreement to permit a 24 hour operation if any competitor extends their hours.

Wal Mart also agreed not to allow overnight RV parking and will post signs in the parking lots communicating this. Council member Detrick intends to propose a city-wide ordinance banning overnight RV parking.


Other options discussed


According to Detrick, the talks with Wal Mart included a conversation on the possibility of relocating the store to the Elk Grove Promenade area, another location within the city or redevelopment of an existing vacant property.

Wal Mart said that because of the halted development at The Elk Grove Promenade and the Madeira, current development there was not viable. As for other locations, Wal Mart said there is no property zoned for a 100,000 sq. ft. store. They also said they looked at available properties and they were either to small or in the case of the vacant Mervyn's, Raley's has a no-compete clause in their lease.


Late night crime


The meeting also covered the issue of late night crime. Wal Mart was shown local crime statistics that show while city-wide the crime rate drops between 9:00 and 10:00 pm, it increases between 10:00 and midnight.

To this end, Detrick said that he requested Wal Mart to reconsider and limit their hours from 6:00 am to 10:00 pm.

Elk Grove Juvenile Viciously Attacked, Adult Male Suspect Arrested



Yesterday afternoon an Elk Grove youth was viciously attacked by a 19 year old male suspect.

According to Elk Grove police, officers were dispatched to a physical disturbance at Emily and Elk Way at 4:45. When officer arrived they found a 14 year old male on the ground unconscious and suffering from a large laceration to the back of the head.

Witnesses told officers that the victim was hit in the head with a metal scooter by 19 year old suspect Wayne Montiero. The victim was transported to a local hospital in critical condition. There are no updates on his condition.

Montiero was arrested and transferred to the county jail.


Elk Grove Promenade Developer On the Brink Of Bankruptcy



General Growth Properties facing numerous loan deadlines


Troubled mall developer General Growth Properties (GGP) is facing numerous loan deadlines as it fights to stave off a bankruptcy filing. GGP is the developer of the Elk Grove Promenade mall.

The Chicago-based company, which carries a total of $27 billion in debt, is faced with the following loan deadlines:

- Four loans were due yesterday, the largest of which is for $900 million on two Las Vegas strip luxury malls. This loan has already been extended beyond it’s December, 2008 deadline.
- On Monday a $95 million loan came due on the Oakwood Center mall in New Orleans.
- $225 million was due Thursday on a general loan from investment banker Goldman Sachs.
- A $58 million loan collateralized by the Chico Mall in Chico, Calif.

In a SEC filing GGP said it may seek a Chapter 11 bankruptcy if it is unable to extend or renegotiate the loans.

GGP, the developer of the now stalled Elk Grove Promenade, owes the City of Elk Grove an excess of $300,000 in late development fees.

Proposed 24/7 Wal Mart Opponents Pack City Council Meeting




City agrees to work on limiting Wal Mart hours; will push a new ordinance regarding hours of operation


The Elk Grove City Council meeting last night was a standing -room-only affair last as a crowd of over 100 people jammed the council chamber and overflow lobby seating to express their displeasure with a proposed Wal Mart on Bruceville Rd and Whitelock Pkwy in Elk Grove.

Although Wal Mart recently purchased the land from developer Lux Taylor, the retailing giant has not yet formally sought permits to build what is anticipated to be a 98,500 sq. ft. store.

The meeting, which started 25 minutes late, began with Mayor Pat Hume giving a historical synopsis of how the parcel, which was originally planned for a 150,000 sq. ft. Target store, came to become property of Wal Mart. In the original plan, Target also stated their hours of operation would be from 8 am to 10 pm.

Hume stressed that a project, not a tenant, was approved. Although Wal Mart is obliged to follow conditions placed on the project, it is not obliged to Target’s hours of operation because currently there is no city ordinance regarding hours of operations.

“A project was approved, not user,” Hume said.

The hours of operations were the main focus of the 26 people who signed up to speak during the public comment session of the meeting. While many said they did not have a problem with Wal Mart per se, they were concerned with the impacts a 24 hour operation would have on traffic and criminal activity.

Acknowledging the concerns of the citizens, Hume and other council members said they would lean on Wal Mart to change their hours of operations. “We intent to ask Wal Mart to be a good corporate citizen,” Hume said.

The other council member also expressed support and promised to meet with Wal Mart representatives to urge them to change their proposed hours of operations.

Council member Gary Davis said although the city faces tough economic times from declining sales tax revenues, he said the city has to resist the temptation for the quick buck.

“There is pressure to accept this as a[n] [economic] stimulus,” Davis said. “But we can do better.”

Council member Sophia Scherman said she supports efforts to limit the hours and there was “no way in hell” she will allow it. She also took the opportunity to address criticism that she did not attend Sunday’s meeting organized by the Elk Grove Coalition Advocating Proper Planning.

In an almost defiant tone of voice, Scherman told the audience that she would have gone to the meeting but a medical emergency prevented her attendance. “To say that I don’t care, you are sadly mistaken.”

Perhaps the most stinging rebuke of Wal Mart came from Council member Jim Cooper. Referring to his law enforcement career, Cooper said Wal Mart’s act as a crime magnet and he preferred they were not in the community at all.

“I do know what Wal Mart brings [to a community] from a public safety issue,” Cooper said. “For whatever reason, Wal Mart attracts an element that comes to commit crime.”

In a note of irony, council member Steve Detrick, who was elected in part to his organizational efforts to prevent a Super Wal Mart from locating on Sheldon Rd, said Wal Mart does have one positive effect on the community. “Wal Mart has done an excellent job of bringing the community together,” he said.

Elk Grove City Posts "Proposed Wal-Mart Fact Sheet"



In response to numerous inquiries regarding the proposed Wal Mart on Bruceville Rd. and Whitleock Pkwy., the City of Elk Grove has posted a fact sheet dated February
11. The proposed stores is expected to draw a large audience at tonights Elk Grove City Council meeting.

The document states among other things that "the approval granted in June 2008 did not include any restrictions on hours of operation for the parce where Wal-Mart is intending to locate."

The hours of operation are the main point of contention for the proposed store.


Tonight's Elk Grove City Council Meeting Expected To Have Many Speakers



Glennbrooke residents expected to flood council chamber with concerns over proposed 24/7 Wal Mart


Although no aspect of the proposed 24-hour Wal Mart slated for construction on the corner of Bruceville Rd. and Whitlock Pkwy. is on tonight's agenda, Elk Grove City Council members can expect to hear loud and clear concerns about the project.

On Sunday, several hundred members of the Del Webb's Glennbrooke neighborhood brain-stormed with the Elk Grove Coalition Advocating Proper Planning (EGCAPP) on how to prevent the behemoth retailer from operating a round-the-clock store in a residential area.

EGCAPP's to the neighbors advise can be summed up in the old adage; the squeaky wheel gets the grease. To that end, several of the residents in attendance at Sunday's meeting said they would make their concerns known during the public comment session of non agenda items.

This portion is of the meeting is usually conducted at the beginning of the council meeting. The council could be in for a long night.

McCatchy Stock Sets New 52-Week Low




On a day when stocks across the board were pulverized, Sacramento-based McCatchy (MNI) closed below it's previous 52-week low and hit 61¢ per share.

The good new for MNI, if you can call it that, is that it didn't close at it's intra-day low of 55¢.

Tough times ahead for The Bee and MNI as they try to dig their way out of the pile of debt they heaped on themselves.


One Of Two Elk Grove Chili's Restaurants to Close Today




Battered by weak economy, Elk Grove-Florin Rd. Store To seize operation Today


When the Chili's on Elk Grove-Florin Rd. near Calvine closes permanently for business later today, it may be quite some time before the relatively new structure finds another tenant as Elk Grove suffers through the recession.

Brinker International, which operates Chili's and several other national restaurant chains, is closing 35 stores nationally. Locally, the Chili's in Lincoln was also shuttered.

Brinker cited lagging sales for the closure of the 35 stores.

Other chains in peril?

Brinker also operates Macaroni Grille and On the Border which has one of each in Elk Grove. Macaroni Grille, along with Mimi's Cafe and the Old Spaghetti Factory are all said to be suffering from quickly declining sales. With the closure of Chili's and the continued softening of consumer spending, don't be surprised to see other closures.

Mounting Mess Mires McClatchy




Publisher of Sacramento Bee freezes pensions, cuts 401-k contributions; at risk of being de-listed from NYSE


Sacramento-based McClatchy (MNI) reported a quarterly loss of $21.7 million for the fourth quarter. MNI, publisher of the Sacramento Bee and 30 other daily publications experienced a continued erosion in advertising revenues.

In an effort to cut cost, MNI announced it will freeze pensions and discontinue matching 401-k employer contributions. MNI earlier announced it would discontinue it's quarterly dividend.

MNI is currently trading at 70¢ a share. In the last 52 weeks MNI has traded as high as $11.21.

Council Member Steve Detrick Addresses Concerns Over New Elk Grove Wal Mart

To clarify some of the issues surrounding the proposed Wal Mart on Bruceville Rd. and Whitelock Pkwy., I have researched what the City Council and Planning commission have already done regarding this project. Both entities have previously approved a 150,000 square foot Target. According to the City Attorney and the Planning Director, all the entitlements have been given to this project.

If the proposed Wal Mart meets or exceeds all of the entitled conditions and approvals, the only item left is the issuance of the building permit. Accordingly, neither the City Council nor the Planning Commission will review this.

Since this project has already been approved for entitlements by the previous council and planning commission, there will not be any further action by the council unless there is a substantial difference in compliance discovered.

The proposed Wal Mart is 30% smaller (50,000 sq. ft.) than the previously approved Target.

One of the main concerns regarding this project is the proposed hours of operation. To this end, I am urging Wal Mart in the name of responsible corporate citizenship to reduce their hours of operation as they already have a 24/7 at Elk Grove Blvd & Hwy 99

To alleviate future problems like this, I will sponsor a proposal for an amendment to the Zoning Code for core hours of operation requiring a Conditional Use Permit for proposals outside the core hours on future projects. Additionally, I have been working with Wal Mart and city staff to agree to restrict RV camping.

Proposed 24/7 Wal Mart In Elk Grove Draws Strong Opposition




Elk Grove Citizens oppose round-the-clock operation; will voice concerns en-mass at Wednesday's city council meeting


This afternoon over 200 people met to voice their opposition and formulate plans to keep Wal Mart from operating a proposed 98,000 sq. ft. round-the-clock store on the corner of Bruceville Rd. and Whitelock Pkwy.

The meeting was conducted by the Elk Grove Coalition Advocating Proper Planning (EGCAPP) at the request of residents of nearby Del Webb's Glennbrooke neighborhood. EGCAPP was instrumental in stopping Wal Mart's efforts to build at Wal Mart Super Center on Sheldon Rd.

The site of the proposed Wal Mart had already been approved by the Elk Grove City Council for a 150,000 sq ft. Target store. Target has since backed away from it intent to build on the site and real estate developer Lux Taylor sold the parcel to Wal Mart who has closed escrow.

Because the site had been zoned for commercial retail use, Wal Mart was able to piggyback the previous approval. The main concern expressed by the standing-room-only crowd was that the store would be open 24 hours a day.

Conducting the meeting were EGCAPP officers Constance Conley, Linda Ford and Steve Lee. All three emphasized the need to focus on efforts to stop the 24 hour operation and to contact city officials.

"You need to put pressure on them," Lee said.

All five members of the Elk Grove City Council were invited to the meeting but only newly elected member Steve Detrick attended. Detrick explained that while he supports the sentiments of the nearby residents, there is no specific Elk Grove ordinance prohibiting a 24 hour operation.

Detrick added that he was "appalled" to learn there was no ordinance addressing this and promised to support efforts to put a new ordinance in effect.

While there are no items on this week's city council agenda regarding the proposed Wal Mart, EGCAP urged people who had an opinion to voice it during the public comment session. "You need to take them to task," Conley said.

General Growth Properties Delays Earnings Release



Will February 12 be GGP's Waterloo?


Troubled mall developer General Growth Properties (GGP) said yesterday that it would delay by two weeks release of it's fourth quarter earnings. Chicago-based GGP is the developer of the Elk Grove Promenade, which saw construction halted last summer.

Debt heavy, GGP is facing billions of dollars in debt and is attempting to sell several of it's high profile properties in an effort to stave off a bankruptcy filing. On February 12, GGP has $900 million coming due on two Las Vegas properties.

Real estate analyst Jim Sullivan of Green Street Advisors speculates that if GGP does not satisfy creditors or gets an extension by February 12, a bankruptcy filing "will become a real possibility"

According to the a report in the Wall Street Journal, the delay adds "more uncertainty about its future viability."

GGP shares closed at 70 cents yesterday in after-hour trading, a 98% decrease from it's 52-week high.

Elk Grove Police Arrest Daytime B&E Suspect



Eyewitness helps thwart crime


Elk Grove Police arrested 20-year old Walter Dawson on suspicion of breaking and entry into a residential dwelling.

According to police, a witness saw Dawson attempting to enter the front window of a house on the 9000 block of Wild Willow Ct. in Elk Grove. When the witness confronted the suspect, the suspect fled on foot.

Police were able to locate Dawson and the eyewitness was able to positively identify him. Dawson was arrested and transported to the county jail.


Jamba Juice On Elk Grove Blvd. Held Up By Armed Robber






Another person victim of purse snatching at same location immediately following hold-up


The Jamba Juice on the corner of Elk Grove Blvd and Franklin was a busy spot but not for the reasons a business owner desires.

At approximately 6:36 PM the juice shop was held-up by an armed robber. According to police reports, an unknown male suspect entered the store brandishing a black handgun and demanded money from store employees.

After taking an undisclosed amount of cash, the suspect left the premise were his is suspected of committing another crime.

Immediately following the armed-robbery, the suspect encountered a female adult just outside the premise. According to police reports, the victim was pushed to the ground and the suspect fled on foot with the purse.

The suspect is described as Hispanic male in his 20's, 5'5" to 5'10", 160 lbs and was wearing a black hood sweat shirt and blue jeans.


Fatal Elk Grove Accident The Result of Speed, Not Racing Investigators Now Believe




The fatal accident that happened on Highway 99 near Grantline Rd. in Elk Grove Saturday night is now believed to be the result of excessive speed, not racing investigators say.

According to CHP, Jia Hui Chen (pictured right) of Stockton was driving at a high rate of speed when she lost control of her 2000 Honda Civic and when the car left the west shoulder on the south bound side of Hwy 99 broadsiding an oak tree.

Passenger Koob Vang of Stockton of Stockton was ejected and pronounced dead at the scene.

Initial reports suspected the incident involved street car racing but investigators have dismissed that possibility. The Sacramento District Attorney's office has released Chen from custody and will issue a warrant pending a completed investigation.

Does Lungren's Recent Voting Record Reflect The Needs of Elk Grove?




Third-term Congressman votes against child health care, woman's work rights and stimulus bill; Does party loyalty trump constituent needs?


How accurately does our member of Congress, Republican Dan Lungren, represent the interests of Elk Grove?

Consider the first three major pieces of legislation that have come before the Lungren and members of the 111th Congress:

  • The Lilly Ledbetter Fair Pay Act signed into law by President Obama which addresses workplace gender pay equality.
  • Expanded children health care program which will provide health insurance to uninsured children of working families.
  • The economic stimulus program.

Of no small coincidence, Lungren moved in lockstep with fellow GOP's and voted against woman's pay equality, children's health care and a package, though imperfect, to stimulate our constricting economy.

Can Elk Grove, facing the the most dire economy since the Great Depression, afford for our member of congress to vote solely along party lines without giving consideration to the very immediate needs of our district?

Given Lungren's first votes of this session, it appears he is beholden to the needs of his party and not of his constituents.

Elk Grove Mayor and City Manager Discuss Troubled Developer General Growth Properties



During last night's public meeting to receive public input on next year's budget, Elk Grove City Manager Laura Gill and Mayor Pat Hume discuss The Elk Grove Promenade.





Developed by troubled Chicago-based General Growth Properties (GGP), construction of the mall was halted in July, 2008. GGP has sought new investors in what would have been Elk Grove's first large scale shopping center.

Seniors Voice City Finance Concerns During Workshop




City Staff, council members hear loud and clear from senior community


The City of Elk Grove held it's second district-specific fiscal workshop last Thursday night at the Elk Grove Senior Center.

Located is District 5, which is represented by council person Sophia Scherman, the audience was almost exclusively made up of active members of the Senior Center.

Discussing how the sources of the city revenues and corresponding expenses was city manager Laura Gill who said the purposes of the city-wide meetings is to seek input and ideas from citizens. Council member Scherman, Jim Cooper, Pat Hume and Steve Detrick also attended the meeting.

Gill acknowledged the current economic challenges and said because the city is a contract city there would no likely job or service cuts, but noted there will be challenges.

"There are things we are going to have to do," Gill said.

Many of the audience members urged the city to continue it's financial support of the senior center and the broad array of services provided by the volunteer staff.

Senior Center volunteer Bob Turner told Gill and the council members if they cut funding to the organization "you are going to have a lot of sad people."

One person in the audience who did not identify herself as a member of the center expressed the belief that give current economic conditions executive city staff wages were to high and characterized their retirement benefits as "platinum."

"Six figure salaries are way to much," Elk Grove resident Linda Beattie said. "Please don't raise our fees on anything," she added.


Would-Be Elk Grove Promenade Anchor Tenant Announces Major Job Cuts




Macy's to lay-off 7,000 employees


Troubled Chicago-based General Growth Properties (GGP), developer of the stalled Elk Grove Promenade, has long promised shoppers that a high-end retailer like Macy's would anchor the city's first major shopping center.

The hopes of GGP to have Macy's anchor the Promenade suffered a blow today when Macy's announced it would lay-off 7,000 people. Citing weakened sales and worsening economic trends, the retailer will also reduce it's quarterly dividend.

Macy's current woes make them a less than ideal potential candidate for GGP to land as an anchor tenant. If Macy's does back out, it would leave book retailer Barnes & Noble as the only remaining anchor.

With each passing day, the prospects for opening the half-finished shopping center anytime in the next three years diminishes.

Suspected Street Car Racing Incident Results In Fatality



18 year-old driver arrested


California Highway Patrol arrested 18-year old Jia Hui Chen of Stockton on suspicion of vehicular manslaughter following a fatal car accident last night in Elk Grove.

According to reports, at 9:40 PM Chen was driving her Honda Civic southbound on Highway 99 near Grantline when she lost control of the vehicle and hit a oak tree which split the car in half. Upon impact, passenger 28 year-old Koob Vang of Stockton was ejected from the car.

Vang was pronounced dead at the scene. Chen did not suffer any injuries.

Chen is being held on a $30,000 bail at the county jail. CHP believe Chen may have been involved in a race with a Honda CRX.
