Barricaded Subject Surrenders, No Bomb Found

On Saturday afternon, at approximately 2:34 pm, a woman living in an apartment unit
located at the 8800 block of Lewis Stein Road in the City of Elk Grove called the Elk Grove Police Department (EGPD) and stated that she was upset, made a home-made explosive device and was intent on exploding it. The woman gave a credible description of the improvised explosive device she made.

EGPD arrived on scene and established phone communications with the woman while containing her in her apartment. Based on the description of the explosive device, a limited evacuation of the surrounding apartment units was conducted.

EGPD Hostage Negotiations Team members communicated with the woman and successfully talked her
into surrendering to the police officers on scene at approximately 4: 43 pm. She was taken into custody without injury or incident.

The woman was transported to a local hospital for psychiatric evaluation. EGPD officers with the assistance of Explosive Ordinance Device team members from the Sacramento Sheriff’s Department cleared the woman’s apartment.

There were no explosive devices or bomb making materials located. CSD Fire personnel and SMUD personnel were called in to stand by in case they were needed. There were no injuries to the woman or to responding personnel.
