During the public comment portion of yesterday's special meeting, the council heard comments from developer Jim Gillum of Gillum Consulting who urged the council to ease requirements that are keeping other projects near the Promenade from being developed. Gillum said his firm represents Merlone Geier Partners who owns 150-acres adjacent to the stalled Promenade project and that they would like to explore development possibilities.
Gillum went on to say the entitlements for the Promenade project restrict the initiation of other projects until certain triggers are met. "The retail segments of the market here in the region seem to be moving a little bit," Gillum said.
He went on to say his client will be attending the International Council of Shopping Centers convention in Las Vegas in late May and would like to have the council consider easing the entitlements for marketing purposes while at the convention.
Vice Mayor Pat Hume asked Gillum if he had talked to the current owner of the Promenade, the Howard Hughes Corp. and Gillum said he had and they were agreeable. "They believe that activity in this area would be good for the mall," Gillum said.
With the council concurring that it would be good for development, the proposed entitlement changes will be tentatively placed on the May 9 city council agenda.
"If they think they can get things going, lets give them a shot," Council Member Gary Davis said.

Let's throw out all the rules and the development agreements that served to protect the public interests; put freeway signs everywhere (because bigger is better right?); install a 24-hour drive-thru lane at city hall for issuing all permits (you want fries with that?); and let's put an ATM machine out front at city hall for new business owners--junk food places get $1,000 per job created, $25,000 per acre for any speculative land buyer wanting to develop in the SOI or along the connector, $50,000 for each dollar contributed to a council campaign, and $3.4 million dollars for each new office building stolen from another city!
Jeez, we're gonna need a $100,000/yr with overtime, union traffic cop at city hall to direct all that traffic!
Can't EGCC focus on the Promenade FIRST? Elk Grove badly needs a BIG MALL for its size and nearby towns/cities. There is a market for Promenade Mall. But, EGCC, focus first please on how to re-start the Promenade project again.
If there was a market for a mega strip mall now it would of already been started by the HHC....most likely the bright businessman understand it wouldn't be smart to jump into a mall now. They are waiting for rezones...and general plan amendments...
