According to published reports in the Sacramento Bee, the owner of the Elk Grove Promenade has filed development plans with the city of Elk Grove to officially convert the unfinished structure to an outlet mall. 

The Howard Hughes Company (HHC), which took possession of the unfinished shopping center following the bankruptcy of the facility's original developer, General Growth, have said for several months that the unfinished shopping center that lies on the city's south side would be converted to a outlet mall.

According to HHC, the new complex will be about a half-million square feet, which is about half the size of the original plan. To facilitate the new focus of the shopping center, HHC said they will demolish four of the 12 existing structures.

Although the plans for the center have been formalized, the Bee reports that shopping center will now be called the Outlet Collection at Elk Grove. The company did not say when they expect to open.
