An Elk Grove man is in custody at the county jail tonight after he was arrested on suspicion of killing a dog and starting a house fire.

of Elk Grove is being held on a $1,020,000 bail.

According to Elk Grove Police, officers were dispatched to the 8900 block of Paulhaus Way Wednesday night regarding a person beating a dog in the backyard of a house. Officers arrived and saw smoke and heard fire alarms going off inside the house.  

Officers attempted to call out the occupant and have him exit the home. Instead of complying with officers, 29-year old Jesse Tom fled the home and was pursued by officers through several backyards. 

Officers were able to locate Tom a short distance away and detained him. The suspect received medical aid for minor injuries that he sustained while trying to flee. 

Officers discovered a deceased small dog (Chihuahua / Beagle mix), with obvious signs of trauma, inside a BBQ grill that was in the backyard of the residence. Officers also discovered that Tom had set a fire inside the home on the stove. 

After he was medically cleared at a local area hospital, Tom was booked into the county jail. Tom is being held on $1,020,000 bail for felony animal cruelty, arson and resisting arrests charges.

This is the level of people in the Section 8 programs.

Maybe I missed something, but no where in this report or the EGPD's daily summary did I read this suspect is living at that residence on a Section 8 housing voucher.

If either of the anonymous posters have additional information to verify your claims, please bring it forward. Otherwise, you are smearing many Section 8 voucher holders who are honest. Furthermore, Mr. Tom, may have some serious mental health issues and why are the lumping him with Section 8 families? It is not fair to either Section 8 families or Mr. Tom unless you have specifics to verify your claims.
