Video - New Cosumnes River Interchange Presents Opportunities, Challenges For Elk Grove

December 15, 2015 |

At 3 p.m. this afternoon, the new interchange and stretch of Cosumnes River Boulevard was opened to traffic.

The interchange will accommodate the highly anticipated Delta Shores development in the City of Sacramento. The new stretch is between I-5 and Franklin Boulevard.

The opening offers opportunities for Elk Grove commuters. As a new connector between I-5 and Highway 99, commuters on Elk Grove's north side will now have easier access to I-5. This could take some pressure off of 99. Also, the new light rail station near Cosumnes and Franklin boulevards will play some role, though not clearly defined as of now, in Elk Grove's future mass transit plans.

Likewise, with construction of  900,000 square feet of retail space slated to start next spring and an additional 400,000 square feet in the future, Delta Shores will offer Elk Grove residents with a host of new shopping opportunities. Among the marquee retailers who have signed leases, are R.C. Willey, Dick's Sporting Goods and Regal Cinemas.

With its location near Elk Grove's westside, it will be the closest major shopping center for many of the city's residents. Construction of the initial shopping facilities will start next spring.

Considered an infill project, in addition to the shopping facilities, 5,200 housing units are planned for the area.

While the development could be an overall positive for Elk Grove residents, it effects on the City of Elk Grove might not be so positive.

The location will be convenient for certain residents and Elk Grove commuters on their way home from state government jobs in Downtown Sacramento and could siphon precious sales tax revenue from Elk Grove's coffers. Also, it could adversely affect the number of lease signings and the restart of construction of the long stalled Outlet Collection at Elk Grove, formerly known as the Elk Grove Promenade.

Looks like a well designed roadway. It is in the City of Sacramento.

Turn out lanes

Railings at elevations.

Light shields at overpasses.

None of which are found in Elk Grove where streets are just thrown in on land left over from development.

Examples:

Elk Grove Boulevard between Franklin and Bruceville.

Laguna Boulevard between Franklin and Bruceville.

No turnouts at signalized intersections. Major cause of delays and people cutting in and out to avoid backups at signals.

Elk Grove Boulevard exit off I-5 south. No railings. A car drove over the edge last week. No railings when there is a fifteen foot drop? Mickey mouse exit design.

I took this route home yesterday. As a connector between 99/5 it's a failure. The existing road between Franklin and Bruceville is one lane and backs up severely. How bad will it be once Delta Shores is built out? For Elk Grove commuters off of Franklin it should be great for getting to/from I-5. Too bad Light Rail took a bunch of right of way and widening the existing road will be difficult.

FYI...As originally planned back in the 60's/70's this route was to be a freeway.

I hear the Connector bypass is going to be much better for commuters. Minimal number of signals, preserving the rural character, and none of those typical sprawl things such as row upon row of housing tracts and big shopping centers. The Grove is the place to be!
