CCSD to Address Alleged Elk Grove Soccer Field Allocation Favoritism During Special Meeting

On Thursday night, the Cosumnes Community Services District (CCSD) will hold a special board meeting in the Pavilion Building at the Elk Grove Regional Park to discuss how fields are allocated to the various Elk Grove-based soccer organizations.  

The meeting comes after several dust-ups in recent years between the upstart Elk Grove Recreation Soccer League (EGRSL) and the Elk Grove Youth Sports Association (EGYSA), the organization contracted with the CCSD to allocate fields to the various soccer organizations. 

According to the meeting's staff report, the EGRSL complained that another soccer organization, the Elk Grove Youth Soccer League (EGYSL) was being given preferential treatment by EGYSA. Furthermore, the EGRSL alleged that the EGYSA was poorly managed and they were not allowed membership in the organization, whose board includes some EGYSL directors, and thus where frozen out of the allocation process.

The CCSD had entered into a five year contract with the EGYSA in March 2010, with a renewal in June 2015, to manage the allocation of the CCSD's athletic fields. Currently, there are three directors from the EGYSL serving as directors on the EGYSA board of directors.  

To remedy the EGRSL's grievance, the CCSD recommend they be allowed to join the EGYSA. The staff report notes that even after being granted membership last year, "the concerns about the EGYSA and the field allocation process remained strong."  

While the EGRSL was granted inclusion in the EGYSA, two other local soccer groups, the IR Academy, which subsequently affiliated with the EGRSL to accommodate players of all skill levels, and the Elk Grove United (EGU), asserted the EGYSA is not fairly allocating their fair share of fields, including the coveted artificial turf fields at the Bartholomew Sports Park.

As a result of the numerous complaints on the EGYSA's handling of the allocation process, the staff report is seeking direction on how the district should proceed as the process for 2017 approaches. Thursday's meeting starts at 5:30.

This was updated at 6:45 p.m. to reflect three board members of the EGYSL also serve on the board of the EGYSA.
