Although he entered the race for Elk Grove Mayor relatively early, Joel Broussard reported modest contributions in his first report filed with the Elk Grove City Clerk's office.

According to his California Form 460 recorded yesterday at the Elk Grove City Clerk's office, the novice politician generated $240 from three individual donations for the six month period ending June 30, 2016. Additionally, Broussard loaned his campaign $1,350 for a total of $1,590.

On the expense side, Broussard spent $1,350 for the period.  

Based on $1,590 in cash receipts and expenses of $1,350, Broussard should have reported cash on hand at the end of the period as $240. However, Broussard reported cash on hand as $380, which included a beginning cash balance of $140. 

On line 12 of the Form 460 where Broussard reported the beginning cash balance, it says "previous summary page line 16." A review of filings from 2015 and 2016 posted on the Elk Grove City Clerk's webpage did not show any previous California Form 460's filed by Broussard suggesting a discrepancy in his accounting.
