Within hours of yesterday's announcement that the Bureau of Indian Affairs had placed land into federal trust for the Wilton Rancheria, a commercial aired accusing of the Elk Grove City Council of a backroom deal appeared.

The commercial which started airing on the evening of Friday, January 20 slammed the move by the BIA which helps pave the way for the Wilton Rancheria's proposed $400 million casino resort. That casino is proposed for a portion of the site currently occupied by Howard Hughes Company's unfinished shopping center now called the Outlet Collection at Elk Grove.

In part, the commercial says "behind closed doors the city council is doing everything it can to block the voter from having a say. Tell Mayor Ly and the city council to stop the casino."

The commercial, which last night was viewed on USAToday.com, was sponsored by the Council on Prosperity and Accountability (CPA).  According to nonprofitfacts.com, the CPA is registered at 455 Capitol Mall Ste 600, Sacramento, CA 95814 with attorney Ashlee Titus as the registrant. 

Titus, who made public comments at the January 11, 2017, Elk Grove City Council meeting, is a partner with the Sacramento, Calif.-based law firm of  Bell McAndrews & Hiltachk LLP, located at the same address as CPA.  

Among Bell McAndrews & Hiltachk clients is Emeryville, Calif. based Knighted Ventures, which sponsored the voter referendum recently qualified in Elk Grove to rescind an abandonment of a development agreement between the City of Elk Grove and Howard Hughes Company. The abandonment of the development agreement was needed by the Wilton Rancheria before the BIA would consider placing the land into federal trust.
