With only one day notice, the Elk Grove City Council has scheduled a special meeting this evening to consider approval of the stalled aquatics center project.

At tonight's meeting, the City Council will consider a staff recommendation to approve an adjustment to the City's five-year capital improvement and 2016-2017 budgets and approve a $31 million contract with Arntz Construction for the aquatics center. The project is funded by Mello Roos fees paid by property owners in the City's Laguna Ridge neighborhood.

According to the staff report, there were three qualified bidders who came close to the engineer's estimated costs of $18.6 million for the aquatics center and $12.2 million for phase 1 of the Civic Center Commons. Arntz bid, which was the lowest, was still above the $30.8 million budget. 

To stay within budget, city staff recommend the removal of a reflecting pond and replace it with landscaping. Other alternatives to lower the construction cost include replacing a large water slide with a smaller one, and removal of a fountain and replace it with landscaping.  

The special session comes one week after the Council's most recent meeting and one night before the annual State of the City address by Mayor Steve Ly. Tonight's meeting starts at 6 p.m.

It will be worth watching this evening's proceedings if for no other reason to see if Mr. Ly follows the footsteps of his predecessor and gathers all the swim families and their children in the chambers so he can wallow in their praise. The only thing missing will be the post "climax" cigarette.

If we are lucky, Mr. Davis will make an appearance and the Elk Grove Piranhas swim club members not only carry Mr. Ly out of the chambers on their shoulders, but Mr. Davis as well just as the Chicago Bears did with head coach Mike Ditka and defensive coordinator Buddy Ryan following their Super Bowl XX victory.

We can only hope.

Lost in all the shuffle all these years is:

(a) why does the city need to get into the recreation business which is already the domain of CSD?;

(b) the land was dedicated to the city as park/open space as part of the development of Laguna Ridge, but why did the city need to define "park" as a revenue generating/destination aquatic facility when there are many other types of parks that may have met the needs of a greater number of residents;

(c) with the aging demographics and lower birth rate, will active seniors celebrate their retirement by sliding down the tall water slide? In other words, is the need for this type of facility based on an outdated citizens preference study during a time it was politically advantageous to pander to the families with young children?;

(d) thank you Laguna Ridge homeowners for fronting the money to build this with your annual tax assessment dollars, and thank you all other homeowners for your ongoing tax assessment dollars to operate, staff, and maintain this facility. Maybe they'll throw in a free floatie or AARP discount if you're one of the first 100 people to visit the facility!
