In his effort to make Elk Grove a retail destination and diversify the mix of retailers and restaurants doing business locally, the City of Elk Grove's Economic Development Director Darrell Doan has retained the services of an Alabama-based retailing consultant and recruiter.

In an announcement issued yesterday, Darrell Doan said he has enlisted the services of Birmingham, Ala.-based Retail Strategies, LLC. The intent of the agreement is to assist the City in recruiting "with emphasis on increased retail quantity and quality, and lifestyle retailers."

“The goal of this contract is to obtain national representation that will assist the City with recruiting high-quality retail, dining, and entertainment concepts to Elk Grove,” Doan said in the announcement.

According to the terms, Retail Strategies will be under contract for one year and will be paid $50,000. In the first phase of the contract, Retail Strategies will be paid $30,000 to conduct within 90 days a detailed market study, which includes a tour of Elk Grove, a market assessment, and the development of a retailer target list.

In the second phase of the agreement, which will cost $20,000, Retail Strategies is obliged to initiate recruitment of the retailers identified in the target list developed in the market study. Among the duties outlined include a variety of telemarketing services to groups such as potential retailers, attendance at retail conferences, and an assortment of reports.

Among the success stories profiled on Retail Strategies' webpage include the placement of a Red Robin restaurant in Spring Hill, Tenn.; a Planet Fitness gym in Jasper, Ala.; an Applebee's in Fort Payne, Ala; and assisting The City of Moline, Ill. revitalize a moribund mall.

“We are very excited to be working with Elk Grove,” Joseph Fackel, Executive Vice President for Retail Strategies, said. “Elk Grove has a tremendous opportunity to capitalize on both the growth of the Sacramento Region and the City’s strong consumer demographics. We look forward to helping the City meet the shopping needs of its residents.”

With this contract, Elk Grove is well on its way to becoming the economic powerhouse of the Sacramento region! Kudos to Doan, who has "17 years of experience in putting deals together"

If it wasn't for the fact I saw the email distributed yesterday by Mr. Doan and the story earlier today on the Sacramento Business Journal, I would have thought Mr. Gougherty posted another April Fools Day story.

Although very little of what the City of Elk Grove does surprises me anymore, this one is indeed puzzling. Why would the City spend $50,000 with a company who greatest success is recruiting low-end chain restaurants to down-on-their luck municipalities? Perhaps Mr. Doan recruiting this company to sell leases at the Outlet Collection at Elk Grove.

Where is the oversight from Mayor Ly and his City Council colleagues on these frivolous expenditures? I thought Mr. Doan was drawing his very lucrative six-figure income to perform this very task.

So many questions, yet there will be very few reasonable answers.

Here goes Elk Grove City Council once again, throwing good money after bad! Elk Grove already has both a Red Robin and an Applebee's which seems to be part of Retail Strategies claim to fame list. Also, Planet Fitness has been looking into Elk Grove for a few years now.

So "what's the plan?"

Boondoggle. Noun. "work or activity that is wasteful or pointless but gives the appearance of having value."
Boondoggle. Verb. "waste money or time on unnecessary or questionable projects."

We don't need to hire someone. We just need to actually let the mall, etc happen. By the way, "landing" a new Red Robin and a new Applebees isn't exactly what anyone I have talked to has in mind. Hardly high end.
