The following is a widely distributed email sent on December 28, 2017 to Elk Grove Mayor Steve Ly regarding his reported involvement mediating a dispute between Hmong marijuana farmers in Siskiyou County, California and that county's Sheriff. The story that generated this letter was published by the Sacramento Bee and was reported by Stephen Magagnini.
Mayor Ly,
I call your attention to the linked Sacramento Bee article below. While, as a private person, you can get involved in anything you wish, when the words Elk Grove Mayor are in front of your name in news articles, it becomes the business of every Elk Grove resident. Did you involve yourself in this marijuana issue using the title Elk Grove Mayor? It would appear so as how would the reporter know otherwise?
While I understand that you are a leader in the Hmong community, what expertise do you have in mediating this marijuana growing issue with law enforcement in another jurisdiction? The Elk Grove City Council has taken a hard stance against marijuana, just staying within the law. Now it appears there is an advocate for marijuana growing operations center square on the Elk Grove City Council.
Additionally, Elk Grove is frequently in the news regarding EGPD raiding illegal marijuana houses. Now we have a Mayor who is publicly mediating an issue regarding alleged illegal marijuana trade. Is that the kind of public relations our city should garner?
In closing, are you opening the door here for that trade to come to Elk Grove? Is this your idea of economic development? Now I understand that a recent branding of the city’s, as approved by the Elk Grove City Council, was “Grow Elk Grove,” but I don’t think this is what the residents of Elk Grove had in mind which is why we spoke out against that tagline.

Could it be Mr. Ly is aware that the Hmong appear to have an unusual affinity for growing pot, and that a major crackdown by law enforcement will put them into poverty status?
Could it be Mr. Ly is the Second Coming of General Vang Pao, the deceased leader of the Hmong peasants forced out of their own country, and that Mr. Ly is merely acting as the savior of the Hmong Farm-to-Joint movement?
Could it be Mr. Ly is aware that is it financially rewarding to be regarded as a cultural leader and that the Mayor title simply gives you the ‘street credentials’ to rev up that cash machine?
Could it be that the underground Hmong economy is worth protecting and beats working for wages, paying taxes, and contributing to a 401k? Is Trump’s new tax plan THAT bad!
Oops, I must have slipped into a fog for a moment. I forgot that all political leaders are committed to serve their constituents and check their egos at the door every morning. I Must be high!
Hey D.J., given your points are well taken, maybe an opportunity Ms. Conley did not consider was that the city, with Mayor Ly’s newfound expertise, could use the 100 acres of city-owned land to grow marijuana. The city could set up a store on the property and it would be a hop, skip and a jump from the new casino. Both would be off the Grantline Interchange and would certainly make Elk Grove the destination city that city leaders have been touting for years, changing the branding to "It's Grow and Gamble Time!"
That would be one way to pay for the 10 million dollars needed to fix the city’s roads.
EG Voter, good idea! I'd rather our Mayor insert himself into a legally-licensed farm operation than a consortium of illegal criminal farm owners in Siskiyou County!
The 100 acres has already shown it has potential because it is being used to grow some outstanding hay, so the city can make the switch and hire some of those Siskiyou County farmers as city employees with full benefits. Job Title: Cannabis Production Operator, $5,000-$7,000 and and a 1/4 oz. and month!
