EGN needs to back off! The recruitment can be for two sets of "fresh eyes".
Fresh Eyes gets the job as EGN has predicted. Then during the recruitment process, No. 2, Fresh Eyes Jr. can be offered the Asst. City Mgr job. So you kill two birds with one stone. The cost of a recruitment is small potatoes compared to the bucks they throw away on their various propaganda schemes.
