This is a flat-footed, poorly edited, interview, with the family involved. The journalist asking questions might take some time to figure out how to elicit appropriate responses to a common, but dramatic, event. The headline doesn't deliver the punch of the actual problem, although it states it clearly. You might get around Sacramento via bus or light rail, but living in the suburban ring translates your commute to hours instead of minutes, and almost no one, including these interviewees, find that a problem.

It should not take two hours to go from Elk Grove to Sacramento by public transit. There is something wrong with transportation, and it isn't just about marking bike lanes more clearly so that teenagers don't get killed. This is a "yes... and" situation, where we have to improve transport to eliminate deaths from efficiency.
