During their regular meeting on Tuesday night, the Elk Grove Unified School District Board of Trustees heard over one hour of public comments on non-agenda items on a broad range of issues. One of the issues receiving attention was the commentary on what one person said was the disparity of enforcement of dress code in district schools. 

During her comments, Megan Sapigao, who said she represents Elk Grove Equity Diversity Gender Empowerment workgroup and Sacramento API Regional Network, noted the district's 2020 report on dress code enforcement. Sapigao said she was concerned by the report's data.

Sapigao said females were cited at a higher rate than male students. On a racial basis, African American, American Indian, and Hispanic students were the highest groups in violation. 

"Examining the intersection between gender and race, dress code violations were highest among Black girls, indigenous girls, and African American males," she said. "For dress code violations, African American students have higher rates of punitive actions compared to other students at 47-percent."
