<div><span style="font-size: medium;"><b><br /></b></span></div><div><b style="font-size: large;">Is Kevin Spease just another potted plant on the city council dais?</b></div><div><br /></div><div style="text-align: justify;">Right now, the city of Elk Grove's budget manager, innovations czar, and other department heads are putting together budgets for fiscal year 2025. The next fiscal year starts July 1 and is generally blessed by Mayor Bobbie Singh-Allen at one of the June regular city council meetings.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">As part of the fiscal year plan, Jeff Werner and his public works department, guided by the city's innovations czar, Christopher Jordan, put together a five-year capital improvement program (<a href="https://www.elkgrovecity.org/sites/default/files/city-files/Departments/Finance/cip/cip-2023-2028.pdf" target="_blank">CIP</a>). Jointly, Werner and Jordan plan projects to improve the quality of life, or so they say, for the benefit of taxpayers.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">As reported last November, no projects were included in the five-year plan to fill a gap of less than a half mile of the sidewalk just south of the new housing development called Hamilton Park on Elk Grove-Florin Road, just south of Sheldon Road, to where it resumes just north of West Camden Drive. Along with this gap, there is a short gap without a sidewalk on Elk Grove-Florin Road, where the new Oak Rose supportive housing project is planned. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Given the sidewalk gap in front of the new Oak Rose project will be filled, the only gap along the westside sidewalk between Calvine Road (the city's northern border) and the southern extremities of Elk Grove Regional Park at Castle Park Drive is the segment between Sheldon Road and West Camden Drive.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">The city bureaucrats and Councilmember Spease will undoubtedly say the sidewalks will be built once the empty parcels between Hamilton Park and West Camden Drive, which are zoned RD-10 (10 housing units per acre), are developed. Since both parcels are in the Whitehouse Creek flood zone, it could be some time before development. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">In the meantime, can the city not build at least a hard-pack trail with, say, decomposed granite or some other intermediate solution to make all of Elk Grove-Florin Road safely accessible for pedestrians now and not 20 years from today? Is this too much to ask?</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">So, as the city bureaucrats develop the fiscal year 2025 budget and adjustments to the CIP, it would be noteworthy to see if District 3 Councilmember Kevin Spease can <a href="https://www.elkgrovenews.net/2023/10/candidate-spease-promised-widening-of.html">fulfill campaign promises</a> and build the sidewalk. Nothing short of advocating and pushing hard for his district, which in theory is his job, to improve pedestrian safety and access will reveal Spease as nothing more than one of five uncaring Elk Grove City Council potted plants. </div><div><center><br /></center><center><i>You may not like us, but here you are!</i></center>

<div><br /></div><div style="text-align: justify;">A posting on Reddit yesterday that reportedly was taken in Old Town-Historic Downtown Elk Grove has generated over 100 comments in the context of political violence.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">The picture is of a pickup truck reportedly in the parking lot of the <a href="https://coatzabrewingco.com/" target="_blank">Coatza Brewing Co</a>. on Elk Grove Boulevard. The pickup truck's gate has a decal showing President Biden hog-tied.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">The good news is that almost all the comments condemned the image, even those who said they did not like the President. There was one who defended the vehicle owner's First Amendment rights as a matter of principle (see some examples below).</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Most of the comments are hidden, and the moderator of the Elk Grove section has closed them.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Substantial controversy surrounded the recent hearings on the Oak Rose affordable housing project, which was proposed to be directly across the street from the brewery. <div style="text-align: justify;">Tallies released this afternoon show Dr. Flo Cofer extending her first-place lead in the Sacramento mayoral race.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Cofer, who had 26 percent of the votes cast on Tuesday, has built on her lead by securing 28 percent of the votes. Cofer has 26,207 votes compared to second-place candidate Assemblymember Kevin McCarty, who has 20,269 votes for 21 percent.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Former Assemblymember Dr. Richard Pan, who was in first place on election night, is 262 votes behind McCarty and trailing in third place behind him is 20,107 votes for 21 percent. Pan is 262 votes behind McCarty.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Falling to fourth place from his third place status on Tuesday, March 12, in former Sacramento City Councilmember Steve Hansen, who has 19,738 votes for 21 percent. The fifth-place candidate is Jose Antonio Avina II who has six percent of the votes with 5,619 votes. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">The county has less than 27,000 county-wide ballots left to count. Given those ballots are countywide, it would appear likely the Cofer will have won one of the top two positions for the November runoff.</div><div style="text-align: justify;"><br /></div><div><div style="text-align: justify;">With the other three main candidates in a statistical tie and fourth-place Hansen trailing second-place McCarty by 531 votes, the race for the other top two candidates is up for grabs.</div>

<div><br /></div><div><br /></div><div style="text-align: justify;">Civic groups and individuals volunteering at Elk Grove's winter sanctuary were acknowledged during the Wednesday, March 16, Elk Grove City Council meeting.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">During public comment on non-agenda items, <a href="https://www.thegatheringinn.com/who-we-are#ceomsg" target="_blank">Keith Diederich</a>, chief executive officer of Roseville, Calif.-based The Gathering Inn, noted the various groups and individuals who donated their services. The Gathering Inn is the city's contracted Old Town Elk Grove facility manager.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Along with highlighting volunteers at the facility, two clients guided to housing offered remarks about the services. <br /><div><div style="text-align: justify;">A frequent critic of the Elk Grove Unified School District spoke during the March 13 Elk Grove City Council meeting and criticized them, saying they are uninterested in protecting children.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Speaking during public comment on non-agenda items, Mr. Kirk Thompson discussed a recent incident at an Elk Grove elementary school where a teacher started a U B U, or rainbow club for grade school students. The <a href="https://www.elkgrovenews.net/2024/03/transgender-day-of-visibility.html" target="_blank">reported incident</a> incited anger among many parents who said it was denying them their parental rights.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Thompson has <a href="https://youtu.be/0aVZl4VCSks?si=Xpm3ZiDTXxo3Xp0j" target="_blank">spoken several times</a> to the city council and has, among other things, implored Mayor Bobbie Singh-Allen to <a href="https://youtu.be/J0TuX9R0VPM?si=7XJLcMg1p2ycZMeu" target="_blank">use her influence</a> on Elk Grove Unified School Trustees to remove books he and others called pornographic from school libraries. <div style="text-align: justify;">Although Amy Holliday is the apparent winner for the open position on the Sacramento Superior Court, one of the judicial candidates in that race has posted a video on social media saying their candidacy influenced, to paraphrase Dan Rather, the "tight like a too-small bathing suit on a too-long ride home from the beach" Sacramento mayoral race.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Noel Calvillo posted the video below yesterday on Instagram. Calvillo was one of three candidates for the open bench position.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">During his campaign, Calvillo noted he would not accept donations from law enforcement associations or attorneys. Holliday, an executive assistant Sacramento County district attorney, was supported by several law enforcement associations.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">In the Sacramento mayoral race, Dr. Flo Cofer, who has shaken Sacramento's political class, is in first place in the four-way race to replace Darrell Steinberg. Cofer is ahead of three primary candidates - Dr. Richard Pan, Kevin McCarty, and Steve Hansen - all of whom are or have held elected office.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Cofer has been campaigning for almost a year and has relied chiefly on <a href="https://www.floformayor.com/about" target="_blank">individual donations</a> to fund her upstart candidacy. As the numbers suggest, there was overwhelming bipartisan support.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Sacramento's Congressional representatives Ami Bera (CA 7) and Doris Matsui (CA 8) voted yes on the legislation. Neither Democratic representative has released statements or posted information on social media about their votes.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">There was significant crossover voting on the no side as with the yes votes. Among those rejecting the proposed ban were firebrand conservative representatives like Marjorie Taylor Green and progressive Democrat Barbara Lee.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">The House of Representatives vote explicitly calls for the U.S. subsidiary to sever ties with the China-based ByteDance, which owns the platform. If the law were enacted without divestments, the distribution would be illegal on U.S. app stores and blocked from servers.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">As the bill moves to the U.S. Senate, aside from senators like Kentucky's Rand Paul, who promised a vigorous opposition, there are several competing Senate bills. <br /><div style="text-align: justify;">Taliies released this afternoon by Sacramento County Voter Registration and Elections showed Rosario Rodriguez clinging to a 50 percent first-place standing. Rodriguez, a Folsom City Council member, is one of three candidates vying to replace Sue Frost as the District 4 representative on the Sacramento County Board of Supervisors. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Rodriguez has 24,550 votes or 50.8 percent of the votes counted. Trailing Rodriguez is Citrus Heights City Councilmember Bret Daniels, with 13,207 votes, or 27.33 percent, and Braden Murphy, with 1,569 votes, or 21.87 percent. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">If Rodriguez maintains a 50 percent plus one vote advantage over her opponents, she will win the seat. If she falls below that, the top two finishers will advance to the November election. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Even if Rodriguez slips below 5 percent, she will likely win the seat in November. Last Friday, Cofer moved to second place, and last Tuesday, it was in fourth place. </div><div><br /></div><div>Dr. Richard, who has 15.421 votes for 22.64 percent, dropped to second place. The other two candidates, Kevin McCarty, switched places from last Friday to third and fourth. </div><div><br /></div><div>The next tally update will be Friday, March 15. There are 83,866 uncounted votes countywide.</div><div><br /></div><div>Should Cofer continue gaining votes and maintain first—or second-place, it would be a seismic political event in Sacramento, given her status as the only significant candidate in the race not to have held elected office. Moore is challenging incumbent Carmine Forcina.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Moore has set a monthly fundraising goal of $1,250 in "private donations." She has raised $465 as of yesterday, accounting for 37 percent of the goal. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Although Moore has filed her candidacy papers, she has not yet been required a California Form 460, which details campaign contributions. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Forcina, first elected in 2012, ran unopposed in 2020 and has not actively raised campaign funds. His current California Form 460, filed on March 3 (past the January 31 deadline), shows a cash balance of $2,967. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Interestingly, Forcina agreed with some of the positions Moore advocated during her frequent appearances at trustee meetings (see video below), which put him at odds with a majority of his colleagues. outline: none; text-align: justify;"><span style="font-family: inherit;">The report also reveals how the California Independent Petroleum Administration (CIPA) and the Western States Petroleum Association (WSPA) fund extensive ad campaigns fronted by groups that masquerade as "coalitions."</span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">At the helm of the Western States Petroleum Association is President and CFO Catherine Reheis-Boyd-Boyd, the former chair of the Marine Life Protection Act (MLPA) Initiative to create faux “marine protected areas” in Southern California at the same time that she was pushing for new offshore drilling in state waters.</span></p><p style="background-color: white; The oil and gas industry spent more money on lobbying in California in 2023 than any other year on record besides 2017.</span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">Big Oil spent $25,445,606 on lobbying in California in 2023 and $25,445,606 in 2017, according to the research team at Sunstone Strategies in their “Crude Truth” newsletter.</span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">The group analyzed the California lobbying filings of every registered oil company in California, in putting 2023 trends into the context of industry lobbying for the past 20 years dating back to 2004. While in an earlier report on oil spending I used the raw data on fossil fuel spending from the filings on the California Secretary of State’s website, the newsletter used a slightly different methodology.</span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">“Topping the lobbying spending charts in 2023 was Chevron, the second biggest oil producer in the state and the leading crude oil refiner. Trailing at number two: its trade association, the Western States Petroleum Association (WSPA),” wrote Sunstone Strategies.</span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">“The two combined spent $18.1 million in 2023 — more than 71% of the industry’s total $25.4 in expenditures for 2023. Aera Energy, California’s top oil producer and a former joint venture of Exxon Mobil and Shell, placed in a distant third for 2023 lobbying spending,” they said.</span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">However, in the fourth quarter, “WSPA and Chevron exchanged the number one and number two spots as the top lobbying spenders. Their expenditures totaled $2.8 million, accounting for over 60% of Big Oil’s quarterly spending total. Trailing in third was ExxonMobil, spending over $243,000 in lobbying for the quarter.”</span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">The report also revealed that the state’s five major refiners, including Valero, PBF Energy, Marathon Petroleum, and Phillips 66, spent over $2.5 million on 2023 lobbying and influence activities.</span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">Since 2009 I have documented how WSPA and the oil companies wield their power in 8 major ways: through (1) lobbying; (2) campaign spending; (3) serving on and putting shills on regulatory panels; (4) creating Astroturf groups; (5) working in collaboration with media; (6) sponsoring awards ceremonies and dinners, including those for legislators and journalists; (7) contributing to non profit organizations; and (8) creating alliances with labor unions, mainly construction trades. </span></p>

In tallies posted this afternoon by Sacramento County Voter Registration and Elections, Dr. Richard Pan M.D. maintained his first place standing, However, the big surprise is Dr. Flo Cofer M.D. moved from fourth to second place.

With Cofer's move up, Steve Hansen dropped from second to third place and Kevin McCarty moved from third to fourth place. The fifth place candidate, Jose Antonio Avina II and sixth place candidate Julius M. Engel remain unchanged.

Of the four top candidates, Cofer is the only one not to previously or currently hold elected office and is a first time candidate. McCarty is current member of the California Assembly, Pan served in the State Senate before being termed out in 2022 and Hanson was a Sacramento City Council member who lost his position in 2020.

While the three of the four top candidates changed rankings, they are in a statical tie. Pan has 23.93 percent with 12,495 votes, Cofer has 23.26 percent with 12,146 votes, Hansen has 22.89 percent with 11,950 votes and McCarty has 22.58 percent with 11,790 votes.

The next updates is on Tuesday, March 12. <div><br /></div><div><br /></div><div><div><br /></div><div style="text-align: justify;">Maybe it was the razor-thin margin of victory in the 2022 election, or perhaps he genuinely wants to reach out to constituents. Regardless, District 5 Supervisor Pat Hume has communicated more since taking office a little more than a year ago on the Sacramento County Board of Supervisors than he did in his 16 years as an Elk Grove City Councilmember. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">As part of that outreach, Hume has distributed a monthly email newsletter to constituents. Not surprisingly, the newsletter paints a picture of the supervisor handling the people's business.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Occasionally, however, there are revealing nuggets of information in these newsletters. Hume's March newsletter contained such nuggets, and both involved the agricultural areas of District 5. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Hume noted that in District 5, there is a five-acre rooster operation adjacent to smaller parcels. Presumably, the rooster operation is on an agricultural-residential 5-acre or larger parcel, and the adjacent parcels have a smaller designation. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Hume's newsletter said, "Can anyone tell me a legitimate reason one would need to raise literally hundreds of roosters? I certainly can't. I'm not a biologist, but I know how many roosters it takes to keep a healthy flock of chickens. Unfortunately, our code addresses crowing fowl for smaller residential parcels, but it does not specifically speak to this use within the permitted 'General Agricultural Issues.'"</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">For those who have observed Hume while on the Elk Grove City Council, had this been in a meeting, he would have used any of his hundreds of idiomatic expressions, such as a rooster in a henhouse. But we digress. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">The other issue Hume discussed is the expansion of a commercial agricultural operations that nearby residents find objectionable. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Supervisor Hume notes, "Again, the use is called out as permitted generally as a primary use given the agricultural zoning of the parcel, but I can't imagine the framers anticipated the incompatibility of such a use on what is essentially an industrial scale. In this instance, a code amendment is probably an insufficient work-around, and so I will have to work with the property owner for some sort of attenuation to minimize the impact."</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">For Hume, the differences between Elk Grove's District 2 and Sacramento's District 5 are stark. Elk Grove's District 2 is rural, consisting mostly of estate residential units with little if any, significant agricultural operations.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">The most significant issues in Elk Grove's rural District 2 are usually water flow, especially following rainstorms, from one parcel to another, or traffic. Hume notes that District 5 has agricultural operations on an "industrial scale." </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">While District 5 has mostly avoided the overwhelming homelessness problems in the county's other four districts, it is the only one facing these agricultural versus rural conflicts. It will be noteworthy to monitor the estate ruralization of District 5 and the reaction of industrial agricultural operators. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">If history has shown us anything, political donations will be the deciding factor. <span style="font-family: inherit;"><div style="text-align: justify;"><span style="font-family: inherit;">By Dan Bacher | </span></div></span><div style="text-align: justify;"><span style="font-family: inherit;"><br /></span></div><div><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">Happy Camp, California – After the alarming report by the California Department of Fish and Wildlife that 830,000 fall-run Chinook salmon fry died after being released in Fall Creek on the Klamath River last week due to gas bubble disease, some more positive news about salmon came in today.</span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">The Karuk Tribe Fisheries Department reported that young Chinook salmon collected in the mainstem Klamath near the Scott River are “healthy and strong.”</span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">“We are pleased to say that despite the sediment loads associated with draining the reservoirs, we are finding healthy wild juvenile Chinook making their way downstream to the ocean,” said Toz Soto, Fisheries Program Manager for the Tribe, in a statement.</span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">Since Iron Gate, Copco, and JC Boyle dams were breached by the Klamath River Renewal Corporation (KRRC) in January as part of the dam removal project, the river has carried large sediment loads that impair water quality, according to Soto.</span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">“We knew there would be some short-term pain in order to see the long-term gain from dam removal,” noted Soto.</span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">Craig Tucker, Natural Resources Policy Consultant, Karuk Tribe, noted that the juvenile salmon fry the biologists observed are now leaving the tributaries and going downriver on their journey to the ocean.</span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">“The scientists used seine nets to trap the fish and observed dozens of healthy juvenile salmon,” said Tucker. “They didn’t find any dead fish. The findings suggest the hatchery fish could not withstand the trip through the Iron Gate Dam bypass tunnel.”</span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">The Tribe said the new sampling results are “encouraging” and suggest that last week’s fish kill was limited to the hatchery release and wild stocks downstream are unaffected.</span></p><p style="background-color: white; outline: none; text-align: justify;"><em style="outline: none;"><span style="font-family: inherit; outline: none;">CDFW said it plans to meet hatchery release goals</span></em></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">The California Department of Fish and Wildlife (CDFW) said it still plans to meet its hatchery release goals because it raised more fish than required in case of unexpected events.</span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">“Restoration on this scale presents some uncertainties,” argued Soto. “Luckily, we didn’t put all our salmon eggs in one basket and there are millions more fish in the hatchery to release later this year. This time we know to truck them around Iron Gate Dam.”</span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">CDFW’s Fall Creek Fish Hatchery continues to hold approximately 3.27 million healthy, fall-run Chinook salmon, the CDFW reported. Additional releases are planned later in the month.</span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">“The annual fall-run Chinook salmon production goal for the hatchery is to raise and release 3.25 million fish – 1.25 million released as fry, 1.75 million as smolts, and 250,000 as yearlings. The additional stock of fall-run Chinook salmon remaining in the hatchery exceeds the annual production goal and will help offset losses experienced with the initial release of fry,” the CDFW stated. </span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">Karuk Chair Russell ‘Buster’ Attebery responded to the news of last week’s die off of 830,000 salmon fry — and the more positive news of the Klamath River fall-run Chinook fry collected in the river this week.</span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">“The bad news is that Iron Gate is still killing salmon. The good news is that it won’t be for long. We are excited to watch our river recover and our salmon come home,” concluded Attebery.</span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">One dam, Copco 2, has already been removed, according to the Tribe. Three other dams, Iron Gate, Copco 1, and JC Boyle, have been breached and the reservoirs behind them drained. The Tribe said they will be removed over the course of the next several months. </span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">“The salmon fry experienced a large mortality based on monitoring data downstream,” CDFW added. “Indications are the cause of mortality is gas bubble disease that likely occurred as the fry migrated through the Iron Gate Dam tunnel, old infrastructure that is targeted for removal along with the Iron Gate Dam itself later this year.”</span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">The CDFW said “there is no indication” the mortality is associated with other Klamath River water quality conditions such as turbidity and dissolved oxygen, which were reading at suitable levels on Feb. 26 and the days prior to release.</span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">“The visual appearance of the dead fry detected by monitoring equipment points to gas bubble disease. Monitoring equipment documented other healthy yearling coho and Chinook salmon that came from downstream of the dam,” CDFW observed.</span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">After this big fish kill, CDFW said it will plan all future salmon releases below Iron Gate Dam until this infrastructure is removed.</span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">“Poor habitat conditions caused by the dams and other circumstances such as this are reasons why CDFW conducts releases of hatchery fish at various life stages,” the Department concluded.</span></p><p style="background-color: white; outline: none; text-align: justify;"><em style="outline: none;"><span style="font-family: inherit; outline: none;">Salmon fishing likely to be closed or severely limited this year</span></em></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">This fish kill came at a critical time for salmon and other fish populations in California. Due to the collapse of fall-run Chinook salmon on the Klamath/Trinity and Sacramento River systems in 2022, all commercial and recreational salmon fishing on the ocean was closed in California and most of Oregon last year.</span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">All recreational fishing was closed on all California rivers last year — and salmon harvest by the Yurok Tribe on the Klamath River and the Hoopa Valley Tribe on the Trinity River was restricted to a quota of just 2,091 fish.</span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">The salmon seasons are also likely to be closed or severely restricted this year also, based on the dangerously low ocean abundance forecast and spawning escapement of Sacramento River fall-run Chinook salmon that was released by state and federal fishery scientists at the CDFW’s annual salmon information meeting via webinar on March 1.</span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">The forecasted adult Sacramento Valley fall-run Chinook salmon population number is only 213,622, based on a jack escapement of only 11,933, according to Dr. Michael O’Farrell of NOAA Fisheries.</span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">This is the second lowest abundance forecast since the salmon fishing closure of 2008 to 2009. Considering that the goal for spawning escapement is 180,000 this year, this would only leave 33,622 fish for a fishing season. </span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">The Klamath River fall Chinook abundance forecast is 138,741 for age 3 fish, 39,531 for age 4 fish and 2,409 for age 5 fish. The fishery is now in “overfished” status” and the 2023 regulations applied to the 2024 abundance forecast would result in a natural area spawner prediction of 42,932, according to O’Farrell.</span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">“It’s premature to say what the fishing opportunities will be this year,” said Kandice Morgenstern, CDFW environmental scientist, at Friday’s meeting. “A fisheries closure is a possibility, but it’s too early to preclude some fishing this season. It’s too early to say yes or no on a season.”</span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">On the other hand, Scott Artis, executive director of the Golden State Salmon Association (GSSA), noted that the 2024 forecast shows “dangerously low numbers of adult Sacramento River fall-run Chinook salmon.”</span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">“This forecast will be used to determine whether or not salmon families in California and Oregon will be able to go to work, pay their mortgages and feed their families in 2024. Tens of thousands are still suffering from last year’s closed salmon fishing season,” said Artis.</span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">“The buck stops with Governor Newsom and his environmentally destructive and salmon fishery-decimating water policies,” stated Artis. “And as bad as this situation is, Governor Newsom is fighting to make life even harder for fishing families by building the massive Delta tunnel, Sites Reservoir and promoting the salmon killing and science-free water user ‘voluntary agreement’ proposal.”</span></p><p style="background-color: white; outline: none; text-align: justify;"><span style="font-family: inherit;">California representatives are working together to develop a range of recommended ocean fishing season alternatives at the March 6-11 Pacific Fishery Management Council (PFMC) meeting in Fresno, Calif. Doris Matsui (D - Calif.) announced that $13.5 million in <a href="https://www.hud.gov/program_offices/comm_planning/edi-grants#:~:text=CPF%20grants%20provide%20investment%20in,other%20critical%20infrastructure%20and%20services." target="_blank">Community Funding</a> projects will be directed to California's 7th District, which includes Elk Grove.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">"Today, the House passed a government funding package which includes critical investments in the Sacramento region," Matsui said. "My team and I are constantly listening to our community to find places where we can deliver federal dollars and make a meaningful difference. I am proud to have secured over $13.5 million in Community Project Funding in this package."</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">The funding included $1.5 million for three Elk Grove projects. Those projects include $715,000 for a domestic violence prevention and intervention program by the Elk Grove Police Dept., $1 million for EV charging stations, and $500,000 for the Bruceville Road walkability improvement project.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Matsui also secured $850,000 for the Cosumnes Community Services District Fire Station 46 expansion in Galt. <br /><div style="text-align: justify;">At last night's Elk Grove Unified School District meeting, trustees adopted a resolution recognizing March 31 as Transgender Visibility Day. The the resolution was adopted after Trustee Michael Vargas read a far-reaching commentary supporting it and after hearing some public comments indirectly criticizing it. .</div><div style="text-align: justify;"><br /></div><div><div style="text-align: justify;">During public comment, most speakers supported the proclamation. However, some speakers didn't criticize the proclamation per se but pointed to a controversy at a district elementary school.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Recently, there was a dust-up at EGUSD's Pleasant Grove Elementary School when a teacher reportedly secretly organized an LGBTQ+ club called UBU. Some parents opposed the action.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Commenting on the formation of clubs was Connie Rucker, who expressed concern the clubs were directed at third to fifth-grade students, who she said are malleable.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">"I don't know too many students who really understand who they are," she said. "You can be swayed so easily at such a young age." </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Also speaking to trustees was EGUSD Area 7 candidate Heidi Moore. A frequent speaker at meetings, Ms. Moore, condemned the district for distributing a sheet inviting teachers to a training session counter resistance to rainbow clubs. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Moore noted she obtained the sheet from an elementary school teacher who said they were alarmed by the distribution. Additionally, Moore said the Pleasant Grove Elementary School UBU club was formed without parental knowledge. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">"It was sent a few weeks after parents discovered a secretive lunchtime UBU club at Pleasant Grove Elementary School," Moore said. "Oddly, the district has not given much response to the parent, but shortly after the incident, sent this flyer out to all teachers."</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">There were, however, more people who spoke in support of the proclamation. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Among those speaking via Zoom teleconference in favor of the resolution was Amaranta, who used them and they for pronouns and urged trustees to adopt the resolution. Amaranta appeared via Zoom but said they did not want to attend in person to avoid hostilities directed at they and others.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">"I'm coming to you over Zoom, not in person, because, to be honest, speaking on these issues in the same room as people who refuse to respect or understand me an my community, much less include us, takes to big of a toll on my mental health," Amaranta said. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">During deliberations, Area 7 Trustee Carmine Forcina said the proclamation is separate from the flyer Ms. Moore spoke about and the Pleasant Grove Elementary School club. </div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">He noted, "The flyer did not come out of the superintendent's office, and that is being investigated."</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">Additionally, Trustee Michael Vargas made a lengthy and far-reaching statement on the proclamation and the current state of affairs relating to LGBQT+ issues.</div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">"We need to see culture war rhetoric for what it is, and reject the fear mongering of political activist," he said. </div></div><div style="text-align: justify;"><br /></div><div style="text-align: justify;">The proclamation was adopted 6 - 0. <div><center><center style="text-align: justify;">In the race for a judicial vacancy on the Sacramento Superior Court, one candidate established an overwhelming lead that should ensure victory when all votes are counted.</center><center style="text-align: justify;"><br /></center><center style="text-align: justify;">Assistant Chief Deputy Sacramento County District Attorney <a href="https://hollidayforjudge.com/about/" target="_blank">Amy Holliday</a> has 60 percent or 61,308 votes for first place. Her opponents, administrative law judge Noel Calvillo has 22,277 for 21 percent and family law attorney Bobby Luna has 17,836 votes for 17 percent.</center><center style="text-align: justify;"><br /></center><center style="text-align: justify;">The vote tallies were updated last evening, and the next update is at 4:15 p.m. today.
