On a hot Elk Grove afternoon on Thursday, May 29, about 100 people gathered in the shade of a house at 9350 Sheldon Road in Elk Grove’s rural area. The gathering was to hear and participate in an information session on a high-density senior housing project known as the Summer Villas.
On this edition of Elk Grove News Podcast, we’ll hear some of the comments from the project managers and the participants. The entire session was recorded, but due to the wind and the organizers' lack of suitable audio equipment, the quality was less than desirable.
Nonetheless, we have some audio clips that offer a glimpse into the meeting.
The audio quality from the approximate one to four minute mark is below average. After that, the quality improves, so be patient and listen to the comments of rural residents.

No savvy developer in Elk Grove invests their money iwithout first checking in with the City Council. Now, the price they have to pay to secure at least three votes of approval is always a closely guarded secret, but this particular outreach meeting checked off another box in a long punchcard to victory.
A growth-inducing General Plan amendment that brings sewer and higher density to the rural area will be hard sell, but the hiring of a sleaze brigade to assist in securng victory could help to ultimately drive the cost of victory to a record level in Elk Grove. Draft Kings ought to set up a wager board on the final approval count...5-0, 3-2?
History, tradition, pride, and hard fought, well vetted and long established ordinances are at stake here. Should this council vote to allow this land owner/developer to destroy all of the above, this Elk Grove council will be rightfully labeled as whores, to be bought for the right price. The owner bought this land well knowing that the rural road and other specific ordinances applied to it. Is it worth destroying decades of promises made to thousands who have chosen to live the the rural area to benefit just one developer; a developer who purchased the land knowing his proposed design was not allowed in the area? If so, this council continues to taint its legacy, hard to believe after witnessing the zoo debacle.
This is nothing new for the developer to push his agenda to earn as much as possible. GSREHA, under the leadership of Shirley Peters, had long fought against high density housing in the rural area. Elk Grove officials and the public came to agreement with the General Plan and Rural boundries were established years ago. Now, this developer wants to cut into the rural boundary and develop "a private gated senior living" in this 116 acre piece of visible property next to our peaceful lifestyle as promised by pervious council members. We must continue to fight for "Keeping it Rural" as Shirley would say. There are no services for the seniors close to this project and this would cause the traffic to explode beyond the already stressed Sheldon and Waterman roads. It was stated by the developer that these seniors would not be traveling during rush hours, etc. That is not true, most seniors through the age 64 still work to supplement retirement and will be traveling. With no services near or on-site, they will have to travel. Just more smoking gaslighting by this group wishing to carve out a part of Elk Groves heart to the Rural lifestyle! The developer purchased this property for the second time fully understanding it was within the rural boundries and had approval to build simular 2 acre minimum parcels. Please attend all city council meetings and other outreach to vice opposition to this project.
Elk Grove City Council member, and District 2 Representative, Rob Brewer is up for election in 2026. Is he going to trade a political contribution from one developer for the thousands of votes in District 2?
If Brewer doesn’t know that older people vote, he needs to get a clue. Last night, there were folks there from GRESHA, SCA, Quail Ranch Estates, and Fallbrook. All were in agreement. Care to guess how many votes these respective groups hold in the palms of their hands?
