Complaint alleges economic interest statement reporting violations

EGN has obtained a copy of a sworn complaint form filed with the Enforcement Division of the California Fair Political Practices Commission (FPPC) against Elk Grove City Council Member Pat Hume.

The complaint, which was filed by Linda Ford of Elk Grove asserts that on his Form 700 – Statement of Economic Interest Hume, who is seeking a second term on the council this November, has failed “to report meals over $50 limit and gifts in excess of $420 for the years ending 2008 and 2009.”

The complaint specifically lists Hume's alleged failure to report gifts and meals he received from a constituent (Connie Conley of Elk Grove) in 2009 that were over the legal limit of $420.

Also listed on the complaint are meals provided to Hume during the 2008 and 2009 Sacramento Metro Chamber of Commerce’s Cap to Cap lobbying trip. The value of the meals during the 2008 trip is alleged to be $321.57. The 2008 dinners allegedly were by provided Gen Corp., Teichert Construction, Gregory Thatch and Sutter Health.

In 2009 the meals on the same “Cap to Cap” trip totaled $413.00 and were allegedly provided by Teichert Construction, Gregory Thatch, Sutter Health and PG & E.

A review of fellow council members’ statements of economic interest for both years reveals they had reported a similar pattern as Hume’s alleged un-reported meals. (See 2009 statements for Davis and Scherman. 2008 statements for Cooper and Davis)

The complaint says that “Mr. Hume repeatedly and deliberately failed to amend reports that he knowingly and willingly signed under penalty of perjury.”

Hume has not responded to requests from EGN seeking comment on the complaint.

The complaint lists two witnesses; Conley and Elk Grove interim Elk Grove City Clerk Jason Lindgren.

It is not known at this time if the FPPC will investigate the matter.

Maybe we need new rules because "integrity" from Mr. Hume is too much to expect or ask for these days. Geezzzz, what a c....!
