The Elk Grove Police Department is now accepting applications for the next Citizens’ Academy, which starts on September 2.
The Citizens’ Academy is a 13 week program designed to inform and teach interested residents about the various aspects of municipal policing. The program covers procedures from patrol and investigations, vehicle operations, arrest and control techniques, 911 communications, code enforcement and animal control.
The Citizens’ Academy is free of charge and meets on Tuesday evenings from 6:00 p.m. to 9:00 p.m. at the Elk Grove Police Department. Participants must be at least 18 years of age, live or work in Elk Grove and have no felony convictions (a background check will be completed on all applicants before entering the Citizens’ Academy).

I don't see the point of a so-called "Citizens' Academy" when a background check can disqualify an applicant.
Background checks include arrests and a whole host of other information about the citizen.
Citizens' Academies tend to be public relations sales jobs that do not countenance inquiry by concerned citizens who might have questions about police strategies and practices.
Police activity in this country, unfortunately, does not treat everyone the same, as the police favor wealth, social status, race, and even gender and political affiliation.
This observation applies to our own burg.
