Viable candidate reportedly being recruited for Elk Grove District 4 City Council contest



Before yesterday's announcement from California Assemblymember Jim Cooper that he will run for Sacramento County Sheriff, there was substantial chatter about other officeseekers jockeying for possible candidacies. After Cooper's announcement, the picture related to Elk Grove City Council District 4 is gaining clarity.  

Elk Grove District 4 City Councilmember Stephanie Nguyen had expressed interest in seeking the 10th District Assembly seat should Cooper leave his seat and pursue the sheriff's position. With a clear path in front of her, Nguyen will be announcing her candidacy for the 10th District Assembly seat.  

As one of the prominent Democratic candidates in the newly drawn district that favors Democrats, Nguyen is expected to advance from the June primary to the November general election. With her impending exit from the city council, this year's District 4 race will be for an open seat. 

Among those expected to announce their candidacy is former Elk Grove City Councilmember and Mayor, Gary Davis. First elected to the city council in 2006 and then becoming the city's first directly elected mayor in 2012, Davis abruptly dropped out of his 2016 mayoral reelection but has made rumblings about reentry to elected office for about two years. 

Davis reportedly considered challenging former protege and former Elk Grove Mayor Steve Ly in 2020. Before Davis could enter, Bobbie Singh-Allen jumped into the contest and defeated Ly becoming Elk Grove's first directly elected female mayor. 

Early last year Davis entered the District 5 Sacramento County Board of Supervisors race but dropped out just months later with the entry of Elk Grove City Councilmember Pat Hume. 

While Davis has not publicly stated any intentions, according to several sources, he is attempting to secure endorsement and raise money to add his $38,000 campaign war chest. Attempts to reach Davis by email for comment on this story and his candidacy were unsuccessful. 

Since leaving office Davis notably became a community liaison for California Northstate University (CNU) in their attempt to build a controversial 13-floor hospital in Elk Grove's Stonelake neighborhood. In the process that eventually was denied by Elk Grove's Planning Commission, Davis irritated many by calling critics of CNU childish and dishonest.   

Even though Davis' name recognition makes him an instantly viable candidate, there is new chatter about another candidate. Numerous high-level Elk Grove political sources are reportedly efforting a well-regarded person to challenge what appears to be an imminent Davis candidacy. 

This unnamed candidate will reportedly be endorsed by more than one member of the current five-person Elk Grove City Council, and these same council members will assist the candidate in securing contributions from the donor class. Other candidates who had expressed interest in District 4 have reportedly gotten behind the alternate candidate being recruited to challenge Davis. 

Presumably, at least two current city council members do not support Davis' return to the Elk Grove City Council. One source said that Davis "represents the old" and the alternate "is the new Elk Grove."

If there is one thing that Mr. Davis can be counted on for and that is to do whatever is necessary to get elected. If a candidate is recruited by the city council members that is the so-called mainstream choice, Mr. Davis will go Trump and run as an outsider looking out for the interest of what he'll call the "forgotten citizens" and remind people city hall is "the peoples house" or some such malarkey.

Davis spent his last dime on CNU an the residents won’t let him forget his baggage. One thing for him should be clear he would be better off not entering the ring because the gloves are coming off! He will realize he is not wanted. As far as a candidate being floated by those in office. I have not heard any names but it will be interesting to see.
