The Elk Grove City Council welcomes, appreciates, and encourages participation in the City Council Meeting. The City Council requests that you limit your presentation to three (3) minutes per person so that all present will have time to participate. The City Council reserves the right to reasonably limit the total time for public comment on any particular noticed agenda item as it may deem necessary.

If you wish to address the Council during the meeting, please complete a Speaker Card and give it to the Assistant City Clerk prior to consideration of the agenda item.

Pursuant to Government Code 54957.5, a writing that is a public record relating to an agenda item for open session of a regular meeting distributed to a majority of the City Council less than 72 hours prior to the meeting will be posted on the City’s website, and physical copies of any such materials will be available for public inspection at the Office of the City Clerk, 8401 Laguna Palms Way, Elk Grove, CA during regular business hours.

5. PUBLIC COMMENT

Members of the audience may comment on any item not on the agenda that is of interest to the public and within the subject matter jurisdiction of the City Council. Each person will be allowed three minutes, or less if a large number of requests are received on a particular subject. The City Council cannot take action on nonagendized items raised under “Public Comment” until the matter has been specifically included on an agenda as an action item. Members of the public desiring a response to a specific question are encouraged to contact any member of the Council or the City Manager at any time. Those audience members who wish to address a specific agendized item are encouraged to offer their public comments during consideration of that item.

8. PUBLIC HEARINGS

8.1 SUBJECT: A public hearing to consider a resolution approving the Community Development Block Grant (CDBG) 2024-2025 Action Plan and authorizing the City Manager to execute and file all documents required to receive U.S. Department of Housing and Urban Development CDBG funds (CEQA Exempt) [p. 1-102]

RECOMMENDATION

Adopt resolution approving the Action Plan; and authorize the City Manager to execute and file all documents required to receive US Department of Housing and Urban Development CDBG funds.

8.2 SUBJECT: A Public Hearing to consider
 
1) a Resolution certifying an Environmental Impact Report and adopting Findings of Fact and a Statement of Overriding Considerations and Mitigation Monitoring and Reporting Program for the New Zoo at Elk Grove Project (SP0009);
2) an Ordinance establishing the Zoological Park Special Planning Area and Rezoning certain property;
3) a Resolution amending the Bicycle, Pedestrian, and Trails Master Plan and approving a Conditional Use Permit, Tentative Subdivision Map with Subdivision Design Review, District Development Plan, Level 1 Design Review, and an Art Plan, and making a determination of consistency with the General Plan for listing in the City’s Capital Improvement Program for the New Zoo at Elk Grove Project;
4) a Resolution providing a compelling reason to deviate from the current guidelines of the City’s Naming Policy and create an alternative process for naming New Zoo buildings; and 5) review of terms with the Sacramento Zoological Society for financing Phases 1A/1B of the New Zoo at Elk Grove [p. 1-608]

 PUBLIC COMMENT:

RECOMMENDATION:
Staff recommends that the City Council conduct a public hearing to receive information from staff and comments from the public, and then:
1) Adopt resolution certifying the Environmental Impact Report for the New Zoo at Elk Grove Project, adopting Findings of Fact, and a Statement of Overriding Considerations and a Mitigation Monitoring and Reporting Program.
2) Introduce and waive the full reading, by substitution of title only, an ordinance establishing the Zoological Park Special Planning Area and rezoning certain property.
3) Adopt resolution amending the Bicycle, Pedestrian, and Trails Master Plan, approving a Conditional Use Permit, Tentative Subdivision Map with Subdivision Design Review, District Development Plan, Level 1 Design Review, an Art Plan, and making a determination of consistency with the General Plan for listing in the City’s Capital Improvement Program for the New Zoo at Elk Grove Project. Staff also recommends that the City Council:
4) Adopt a resolution providing a compelling reason to deviate from the current guidelines of the City’s Naming Policy and create an alternative process for naming New Zoo buildings.
5) Review and provide feedback, as necessary, on financing terms with the Sacramento Zoological Society for financing Phases 1A and 1B of the New Zoo at Elk Grove Project.
