In a stinging rebuke for Mayor Sophia Scherman and Council Member Pat Hume, the Elk Grove City Council voted minutes ago to remove the Cosumnes River floodplain from the City of Elk Grove's sphere of influence application. The SOI application, which is generally viewed as an initial step towards annextion, has been a major component of Hume's agenda since being elected in 2006.

Voting to remove the floodplain from the SOI were council members Jim Cooper and Gary Davis and Vice Mayor Steve Detrick.

The decision was made after close to four hours of public testimony and often heated council deliberations.
