A Sacramento man who was stopped for illegally using a cell phone while driving was tasered Wednesday night after officers believed he was going to use a concealed weapon.

According to Elk Grove Police, 51-year-old Johnny Foster was operating a motor vehicle and was observed talking on a cell phone.When officers attempted to stop Foster, he drove a half-mile (obeying the rules of the road) before stopping his vehicle in the parking lot of a gas station.

When Foster stopped his vehicle, he quickly exited via the driver’s side door and did not follow officer’s instructions to stay in the vehicle. When Foster exited the vehicle, the officers observed a bulge in his waistband and instructed him to put his hands in the air.

Foster reportedly did not follow instructions and took a step towards the officers and began reaching towards his waistband. Believing that Foster was attempting to arm himself with a concealed weapon, an officer deployed a taser.

Foster was taken into custody after the taser deployment and upon contact, the suspect displayed objective signs of impairment. Foster was arrested then transported to the county jail.

This is perfect! The person had to simply obey the rules of the road and pertain to all of us.

Why did he exit the vehicle? Why was he above the law? I can't imagine being in the officers shoes and not knowing what this person was intending. I would have done same/similar thing.

Great job Officer! Keep up the good work. Let's take the "Nanny" out of this state.
