As Work Progresses on Delta Shores, What are the Implications for Elk Grove's Promenade?

As anyone who makes the trek up I-5 from Elk Grove to Sacramento will tell you, the new interchange for what will be the gateway to a new master planned community in Sacramento city is quickly taking shape.

That interchange, which will be the extension of Cosumnes River Drive, will be the main artery for the new development known as Delta Shores. Among other features, the 800-acre development will include 1.3 million square-feet of retail space.

Located on I-5 just a short drive away from the western part of Elk Grove and in the heart of Sacramento's Pocket area, Delta Shores will be a major competitor for the Elk Grove Promenade. Not only will they be competing for shoppers, but the retailers who will cater to them.


Should construction of the Promenade somehow immediately restart, it may have a fighting chance to recruit the retailers needed to make it a viable shopping center. Of course the Promenade's current owner, Howard Hughes Corporation, does not operate in a vacuum and are undoubtedly aware of Delta Shores as they map out the strategy for the languishing property.

The most recent idea attributed to HHC is to develop the unfinished Promenade as an outlet mall. Although most anything would be a welcome addition compared to the eyesore that now sits near the Highway 99 and Grantline Road interchange, how realistic is this? By its very nature, the bulk of people driving on Highway 99 are intra-regional commuters.

If Delta Shores were to launch at roughly the same time as the Promenade, it will have a competitive advantage being located on the main West Coast north-south interstate. Aside from being located closer to more population centers, Delta Shores could capture interstate vacation travelers who are unlikely to use Highway 99 to reach most tourist destinations if their travels take them through Sacramento. 

Of course elected officials such as Elk Grove Mayor Gary Davis will tell you that building a taxpayer-funded stadium and recruiting a Major League Soccer team is the key to getting the Elk Grove Promenade back on track. Our city officials, and more importantly voters, need to be keenly aware of the effects Delta Shore will have on Elk Grove's fortunes as the various schemes hatched by our city council proceed.

With respect to Delta Shores, it will not impact our mall. 1.3 million sq. ft. sounds like a lot, but it is not. One WalMart and one Target will take 300,000 sq. ft. Add a couple grocery stores for another 150,000. Two pharmacies will be 100.000. Once you add all the nail places, etc., this stretch will be more like Laguna Blvd rather than what our mall is supposed to be.

Wasn’t the land surrounding our mall earmarked for a Target and/or a Costco and Wal-Mart? If I remember correctly, these stores were not directly part of the mall, but rather part of the power strip surrounding/supporting the mall concept? If so, I can see Sacramento/Delta Shores trying to get the Costco to move to the freeway friendly Delta Shore property. As for the Wal-Mart, since that new Wal-Mart went in on Whitelock, I don't know if that changed Wal-Mart’s position on building at the mall site...seems it would be too close for them to put another WM near the mall site...so WM might also move to Delta Shores. I think stores such as Old Navy, BBB, Shoe Emporium, etc would more likely want to be in a place where freeway business would generate more foot traffic. The difference between the freeway traffic on I-5 vs. 99 must be huge (just my guess). I appreciate your thoughts but I think our mall may languish for years due to Delta Shores seemingly having a "if you build it, they will come" attitude. It seems our mall could be an outlet mall; a soccer stadium; open space; traditional mall or a host of other ideas. I think we'll miss this boat due to our (HHC) indecision.

Ah yes, another one of those "we should tell private business what to do" people. HHC did not develop the mall because there was not a market. Yes, WalMart will not go in by the mall due to the Whitelock one. The Delta Shores developments may pull in a couple of stores that might have ended up at the mall. However, it will not have any major impact. Remember, Delta Shores is close to Meadowview...that will be it's main limitation.

The point worth considering is they are progressing, we are not. Instead of creating the business environment to get the mall finished, Gary Davis is out chasing unicorns!

The City of Elk Grove/mall question is a separate issue. I was addressing the Delta Shores impact which was the point of this article.

Take a deep breath Steve...this is about Delta Shores vs the Elk Grove Outlet Mall. I live in Elk Grove and it would certainly interest me as I believe it would traffic on I-5. As I believe any smart business person knows, two large business entities such as this, located within a 5 mile radius of each other is not good news for one of them. IMO the dollars are on I-5 more than 99.

Would I like to see our Mall completed...of course I would. With that being said, I do understand HHC's stall, if you can call it that. It seems it would be a questionable investment for any retailer to sign on at this time.

Yes TAA...and who knows where our Mr. Starbuck is. Most likely stargazing.

I think we both have a desire for the success of the mall. Delta Shores will have a small impact on the mall - I don't think it will be big. As to the other issues...well...we could discuss that all week!

Elk Grove Mall; began as a mall to have anchor stores, some high end retail...this at the peak of the market...market change now we are hoping for outlet stores...this is my take; if this goes through I believe this mall will empty out the strip centers on Laguna and Elk Grove Blvd...just my opinion, however, I have seen this happen in other areas. I do believe if HHC believed the mall to be a viable product they would be building it now....maybe they know about the transfer station built on grantline..maybe they have reconsidered the propane tanks...maybe the city is not approving new housing fast enough. maybe the mall needs 8,000 more acres and awaiting the outcome of the SOI application

It's all about distance and convenience. If you live in Stonelake, Lakeside, or Laguna West and the Mall has the same store selection as Delta Shores you'll go to Delta Shores. Get a map and look at the close proximity. Now if you live in East Elk Grove or anywhere East of say Franklin you'll be closer to the EG Mall. Elk Grove is a huge city especially from East to West. The mall will do fine with or w/o Delta Shores.

Not sure why people are talking about the traffic on I-5. There are way more rooftops along Hwy 99. Household are way more important to shopping/retail compared to travelers looking for a Denny's and a gas station.

Delta Shores will draw people from the west part of EG/Laguna and that cannot bode well for the Promenade. I too want to see that thing built out, perhaps an Indian Casino with a nice sports book. The DS development can't be a comforting thought to Howard Hughes. As a betting man, my guess is that since HH acquired that in the bankruptcy proceedings, they will either try to sell it off to some other developer or just demolish and start over. I have been wrong before, but not that often. That's where I am putting my money. Screw the Calvary, the Indians need to bail out this mess.

I believe you're right and like you, I was wrong...once. :-) If you look at the projects HHC has going this is nothing more than a p---- ant project and all this propaganda they're feeding the city is just marketing strategy to sell the property. They know the game and our Mayor and council are just feeding into it.

This property is maybe 570,000 sq. ft., Delta Shores is 1.3 million sq. ft. of retail. Any idea how long it has been since a stand alone mall has been built?

Lynn, I agree with you.

Can anyone say Florin Mall? At one time it had three anchor stores and was, be it a weak one, competitor to Arden Mall. A combination of Arden's quality retailers and the general deterioration of the Florin Road area because of the southward expansion of the county all doomed that facility.

We might as well call the Promenade Florin Mall II. At least the Florin Mall was able to operate, the Promenade was still born.

The original promenade plan, presented to the city council and residents alike at a public forum, was said to be 1.1 million square feet...not 570,000 as stated above...accuracy counts! Either way, the Delta Shores properties will be our promenades' death. As soon as that overpass is completed, you'll see retail pads and rooftops. In a matter of 18 months, they will be on their way to creating a very competitive retail venue. All the while, HHC will still be deciding what to do with their bankruptcy acquisition.

The 570,000+ is from the HHC web site which relates to the actual size of the mall site I would assume.

As was pointed out, our city officials are displaying symptoms of ADA. They have all these irons in fire and nothing to show for it. We forgot to mention the whole softball complex debacle. That has been swept under the rug!

I believe you're right. Old Town EG, thousands spent & nothing to show for it....Civic Center, maybe $1 M. and just mowing the weeds...$1 M. Railway property, Mayor Davis' Food Truck parking....Aquatics & Playgound, $700,000. for plans, etc. ....
MLS Soccer Stadium, $ ????. Most likely missing others that have or are costing us dearly. Oh yea, LAFCO...how much has that cost us?

Great "Stewards of the Land" wouldn't you say and all at the taxpayers expense.
