Of course this is more than the animals! The devil is in the details and there is gold in the zoo, and were not talking animal tooth fillings either.
Who will get the construction contracts? Who will get the exclusive concessionaire contract. Who will make the printed t-shirts and caps in the souvenir shop? Who will get the beer contract? Who will get the maintenance contract?
