One of the
effects of the COVID-19 pandemic has been a massive inflow of federal money to
local governments. The most recent was from the American Rescue
Plan Act.
If the City's PR machine wanted to brag about their grant program to small businesses, they had to lower the eligibility bar because the original criteria meant that all the money was not spent.
Accepting documentation other than tax returns raises a lot of suspicion in my book. Unless a business is doing shady bookkeeping, I can think of no other reason to not supply annual or quarterly tax returns--except I must admit I would personally be hesitant to hand over my tax documents to bureaucratic paper shufflers at City Hall!
Until a couple City Hall Council members brought up the potential for receiving a larger grant amount than actual losses incurred, I wonder why our Economic Development Whiz Kids didn't already have that figured out--unless that was to be an acceptable part of the program to begin with?
