Every two-year election cycle has three of five Elk Grove City Council seats open for voting. As a two-year term, the mayor is on every regular election ballot and two of the four district representatives.
In presidential election years, the city's odd-numbered districts - Districts 1 and 3 - are on the ballot. This year, however, those council members will not face challengers.
According to documentation from the Elk Grove City Clerk's office, as of the close of business on Friday, August 9, District 1 and 3 representatives Darren Suen and Kevin Spease will appear on the ballot unopposed.
One person, Richard Pool, drew nomination papers for District 1. Pool did not take the process any further and decided against challenging Suen.
District 3 representative Spease, first elected in 2020 in a multiple-candidate field, follows a pattern started by his predecessor, former City Councilmember Steve Detrick. In 2008, Detrick won his first term in a multiple-candidate field that included incumbent Mike Leary, but he was unopposed when he ran for his second term in 2012.
Other former city council members who were unopposed included former Mayor Gary Davis and Pat Hume. Davis was unopposed for his second term in 2014, and District 2 representative Hume was also unopposed that year.
One factor that may have contributed to the lack of opposition was the amount of money needed to campaign against well-funded incumbents, particularly Suen. Financial disclosures revealed Spease has $21,211 while Suen has amassed an overwhelming $144,911.
UPDATE 10 a.m. August 12: Story was updated to show that Mr. Pool was to challenge Darren Suen, not Kevin Spease.
