With no incumbents running, filing period for several elected Elk Grove area positions extended

Even though the initial filing period to run for office ended last Friday, what happens if incumbent officeholders choose not to file for reelection? In that scenario, California elections law extends the filing period by one week.
Information posted on the Sacramento County Voter Registration and Elections (SCVRE) shows that several Elk Grove-based incumbents serving on three bodies are not running for reelection. There are two seats on the Cosumnes Community Services District Board of Directors, one on the Elk Grove Unified School District Board of Trustees, and two open seats on the Florin Resources Conservation District (FRCC), which owns and operates the Elk Grove Water District.
For the CCSD, two directors have decided against another term. Those incumbents are Divisions 1 and 4 representatives Gil Albaini and Orland Fuentes.
As of yesterday's SCVRE update, there is one candidate for each seat - Danielle Zehnder for Division 4 and Rich Lozano for Division 1. If no other candidates enter by Friday, both will be appointed to the board.
For the Elk Grove Unified School District Area 6, Trustee Nancy Chaires-Espinoza is not seeking reelection. Currently, two candidates, Jacqueline Ortiz and Jennifer Ballerini, are competing to replace Chaires-Espinoza.
The FRCC has two open at-large seats, and Sophia Scherman is not seeking another term, so the filing period has been extended. Incumbent Lisa Medina has filed, and Joshua Green, the former CCSD general manager and current Sacramento County administrative executive, has entered the race. If no other candidates file by the Friday, Green and Medina will be appointed.
