5. PUBLIC COMMENT 

Members of the audience may comment on any item not on the agenda that is of interest to the public and within the subject matter jurisdiction of the City Council. Each person will be allowed three minutes, or less if a large number of requests are received on a particular subject. The City Council cannot take action on nonagendized items raised under “Public Comment” until the matter has been specifically included on an agenda as an action item. Members of the public desiring a response to a specific question are encouraged to contact any member of the Council or the City Manager at any time. Those audience members who wish to address a specific agendized item are encouraged to offer their public comments during consideration of that item.

7.2 Receive report on City Manager approved purchases and contracts authorized by Elk Grove Municipal Code Chapter 3.42 Contracts and Purchasing, and projects awarded under the Uniform Public Construction Cost Accounting Act, filed through October 1, 2024 [p. 1-3] (CITY CLERK)

7.7 Adopt resolution authorizing the City Manager to execute a threeyear contract with two optional one-year extensions with Print Project Managers Inc. to provide Newsletter Printing and Mailing Services in an amount not to exceed $186,714, or other such amount as may be directed by the City Council [p. 1-18] (PUBLIC AFFAIRS) 
7.8 Adopt resolution approving the Final Map for Tegan Estates Subdivision (Subdivision No. 19-031-1) and authorizing the City Manager to execute the Subdivision Improvement Agreement (CEQA Exempt) [p. 1-27] (DEVELOPMENT SERVICES) 
7.9 Adopt resolution approving the Final Map for the Stone Springs Estates Project (Subdivision No. 24-015) (CEQA Exempt) [p. 1-9] (DEVELOPMENT SERVICES) 
7.10 Adopt resolution dispensing with the formal request for proposal procedure pursuant to Elk Grove Municipal Code Section 3.42.140(B)(3) and authorizing the City Manager to execute an agreement with California Electronic Asset Recovery for transportation and recycling services of universal waste and electronic devices collected at the Special Waste Collection Center for a period of five years with three optional one-year extensions for a total compensation amount not to exceed $220,000, or other such amount as may be directed by the City Council, and to execute future amendments and additional documents as necessary for continued services [p. 1-33] (RECYCLING & WASTE) Elk Grove City Council Regular Meeting, WEDNESDAY, October 9, 2024 
7.11 Adopt resolution dispensing with the formal bidding procedure per Elk Grove Municipal Code Section 3.42.180(B)(3) and authorizing the City Manager to execute a contract with Ready2Go Restroom Trailer Sales LLC for the purchase of one ADA+2 Restroom/ Shower Combination Trailer in an amount not to exceed $85,000, or other such amount as may be directed by the City Council [p. 1-24] (FLEET AND FACILITIES) 
7.12 Adopt resolution authorizing the City Manager to submit applications to the State of California Department of Resources Recycling and Recovery (CalRecycle) under the Rubberized Pavement Grant Program; authorizing the City Manager, or designee, to execute all grant documents; and amending the FY 2024-25 Budget and FY 2024-29 Capital Improvement Program revenue and expenditures equal to the amount of State Grant Funds awarded [p. 1-4] (PUBLIC WORKS) 
7.13 Adopt resolution dispensing with the formal request for proposal procedure pursuant to Elk Grove Municipal Code Section 3.42.140(B)(3) and authorizing the City Manager to execute the first amendment to the Service Agreement with CallTower, Inc. for dial tone and text messaging services for a three-year term in the amount of $175,316.40, or other amount directed by the City Council, and authorizing the City Manager to execute future renewals provided that amounts do not exceed the amount budgeted for this purpose through the Annual Budget process, subject to City Council approval [p. 1-30] (INFORMATION SERVICES) 

8. PUBLIC HEARINGS 

8.1 SUBJECT: A public hearing to consider a Determination of Public Convenience or Necessity for the sale of beer, wine, and distilled spirits (ABC Type 21 License) for the Safeway Supermarket Project (PCN24-002) located at 10050 Bruceville Road (APN: 132-2170-007) (CEQA Exempt) [p. 1-37]

 PUBLIC COMMENT: 

RECOMMENDATION: 
Adopt resolution: 

1) Finding the Safeway Supermarket Project (PCN24-002) exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) (General Rule Exemption) of Elk Grove City Council Regular Meeting, WEDNESDAY, October 9, 2024 Division 6 of Chapter 3, Title 14 of the California Code of Regulations (State CEQA Guidelines); and 

2) Approving a Determination of Public Convenience or Necessity for a Type 21 alcohol license for the sale of beer, wine, and distilled spirits for off-site consumption. 

8.2 SUBJECT: A public hearing to consider: 

1) a resolution authorizing the City Manager to execute the amended Agreement on Operating Protocols between the City of Elk Grove and the Sacramento Transportation Authority related to the Sacramento Countywide Transportation Mitigation Fee Program; 

2) an ordinance repealing and replacing Elk Grove Municipal Code Chapter 16.96 (Development Impact Fees for Measure A Transportation Improvements for Citywide Benefit District) in its entirety to reflect changes made to the Fee Program requirements pursuant to the amended Agreement on Operating Protocols; and 

3) a resolution adopting the 2024 Sacramento Countywide Transportation Mitigation Fee Program Nexus Study and the revised Fee Schedule to be effective January 1, 2025 (NOT A PROJECT UNDER CEQA) [p. 1-127] STAFF REPORT: Renee Autar, Finance Analyst II 

 PUBLIC COMMENT: 

RECOMMENDATION: Conduct a public hearing to receive information from staff and comments from the public and then take the following actions: 
1) Find that the actions set forth in Items 2 through 4 below are not a Project under the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15378(b)(4); 

2) Adopt a resolution authorizing the City Manager to execute the amended Agreement on Operating Protocols between the City of Elk Grove and the Sacramento Transportation Authority related to the Sacramento Countywide Transportation Mitigation Fee Program; 

3) Introduce an ordinance repealing and replacing Elk Grove Municipal Code Chapter 16.96, Development Impact Fees for Measure A Transportation Improvements for Citywide Benefit District; and
