Even though local officeholders in California are supposed to be nonpartisan, examining campaign financing and party endorsements shows they are partisan. Prime examples are the Area 6 and 7 races for the Elk Grove Unified School Board of Trustees.




In the Elk Grove Unified School District (EGUSD) Area 6 race to replace outgoing trustee Nancy Chaires-Espinoza, the two candidates, Jennifer Ballerini and Jacqueline Ortiz, have been endorsed by Sacramento County Democratic and Republican committees, respectively.

There is definite partisan participation, not just endorsements, in the EGUSD Area 7 race. Two of the three candidates, Rehana Rehman and Heidi Moore, have been endorsed by the Sacramento County Democratic and Republican parties, respectively. 

While Rehman has received significant funding from the Elk Grove Education Association, the collective bargaining unit for district teachers, Moore has received financial support from the conservative-leaning Citizens for Accountable Local Government. The Rancho Cordova, Calif.-based committee has contributed non-monetary donations of $10,611 to Moore's campaign.

These non-monetary donations include mailers, phone banking, and texting. These types of campaign support can significantly affect a candidate's outreach and visibility. 

According to Citizens for Accountable Local Government filings, as of October 19, they have received most of their $85,000 funding from the Sacramento County Deputy Sheriffs Assoc PAC, which contributed $30,000, and $25,000 from the Sacramento Area Fire Fighters Local 522. They also received a $5,000 loan from Rancho Cordova City Councilmember Linda Budge.

In addition to donations to Moore, the group contributed and supported five other Sacramento County Republican-endorsed candidates and $2,500 to the Sacramento County Republican Party.  While EGUSD Area 6 candidate Jacqueline has the Republican endorsement, she has not received any financial support from the Citizens for Accountable Local Government group. 

While all four candidates - Ballerini, Ortiz, Moore, and Rehman are listed on the endorsed candidate list of the respective parties, only Ballerini has listed the party endorsement on their campaign website.
