To help keep Mello Roos tax assessments somewhat under control for the existing paying homeowners, new housing units must be continually be annexed into those tax districts to help increase the pool and dilute the cost to each homeowner. Meanwhile, major components that determine the annual assessment increase, such as police services, never stops rising thanks to lucrative labor contracts and hiring practices.
If and when the housing market slows and the required assessments are not being spread to as many new homes, existing Mello Roos homeowners are going to be in for the shock of a lifetime when their annual tax bill arrives.
