Elk Grove’s elected leaders have maneuvered themselves into an ideological cul-de-sac with Project Elevate. Mayor Bobbie Singh-Allen and her city council sold 20 acres of taxpayer-owned property to CenterCal Acquisitions, a developer that has historically built without pro-union, project-labor agreements.

These so-called PLAs are one of the dirty little secrets of land development and politics and in Elk Grove they are (usually quietly) present as well. In the case of Project Elevate, the City will probably take on the role of negotiator and bring the two warring parties to the table and make like Donald Trump in the Art of the Deal.

Elk Grove political history tells us this deal will go one of two ways: CenterCal renogiates the deal and squeezes more money from the City to help cover the added cost of union labor, or CenterCal will walk away and Project Elevate deflates faster than the Hindenburg.
My money is on the City opening their treasure chest and sweetening the deal to save face.
