Former Elk Grove Planning Commissioner George Murphey appeals to the Elk Grove City Council to honor its commitment to the city's rural area. | |
During the Wednesday, June 11, Elk Grove City Council meeting, the city's longest-serving planning commissioner spoke about the city's long-standing commitments to its rural areas.
Speaking during public comment on non-agenda items was George Murphey, who ended his 17-year tenure on the planning commission in 2024. Murphey's remarks were made in the context of the proposed Summer Villas housing project on Sheldon and Waterman roads.
Mr. Murphey reminded the mayor and city council members of the city's long-standing commitment to preserving the area's large lots, which typify the area's character. Almost all parcels in the rural area are measured in acres, not square feet.
The proposed Summer Villas project aims to develop a senior-only subdivision, which many in the rural area fear will lead to the proliferation of high-density subdivisions that dominate Elk Grove's housing landscape. Murphey's called the subdivision "the proverbial camel's nose."
Rural area residents are organizing an effort to convince Mayor Bobbie Singh-Allen and the city council to deny the project. Murphey expressed hope that non-rural residents will support their stance (see entire commentary in video below).
Although none of the city council members have formally staked a position on the proposed development, speaking in general terms, Councilmember Kevin Spease, who grew up in the city's rural area, has expressed support for preserving the rural area in its current state. Conversely, Councilmember Darren Suen has appeared open to loosening standards to allow for higher density in the area.
The rural area lies in District 2, which Councilmember Rod Brewer represents. Brewer has not indicated his stance on the project but in 2022, Brewer accepted $3,000 in campaign donations (page 9) from Summer Villas project proponents, Bryan Wilson and Gyan Kalwani's entity River City Waste Recyclers.

When he says he hopes that people in other parts of Elk Grove support the rural area, you have to wonder if people even know where the rural area is. For all these Bay Area transplants, Elk Grove is flat. They have no idea what's on the other side of 99 other than you will fall off earth if you get too close to the edge. As a pitchman once said, "Good luck with your next meeting." presentation.
Kudos to George Murphey for always being the voice of reason. George knows the Elk Grove General Plan inside and out. As a planning commissioner, he was always prepared on every single agenda item. As in his public comment, George exhibited his knowledge and a commitment to the rural community's well-being. George always demonstrates a strong sense of public service.
How much you want to bet Rod Brewer copies his inspiration, Donald Trump and does his version of TACO and goes BACO. Brewer Always Chickens Out!! and say he has a conflict of interest because he took Kalwani's money and can't vote on the Summer Villas project. That will be very convenient for BACO!
It would also be noble and proper, an indication of integrity in acknowledging a perceptual conflict of interest. It would also be astonishing.
