If you have driven along Franklin Boulevard in the last several months, you have undoubtedly noticed the construction and detours. That construction is due to the Sacramento Area Sewer District's major capital project, called Harvest Water.

There is an aspect of this project that has escaped public scrutiny, highlighting the disingenuousness of the Elk Grove Mayor and City Council.
