Tonight, the Elk Grove City Council could take a significant step in addressing homelessness with a recommendation to approve a master services contract with Lodi, California-based NJ Associates, Inc., doing business as NJA Architecture. If approved, architectural planning and design services for a permanent homeless shelter will be initiated. 

The proposed project outlines includes a five-phase approach. The first two phases will involve conceptual program development and site selection. 

The proposed five phases included the following: 

  • Phase 1: Conceptual Program Development. This foundational phase will involve a comprehensive needs assessment, extensive engagement with stakeholders, and the creation of a high-level shelter program and conceptual design. This phase is anticipated to take no more than 60 days to complete, culminating in a report that will shape subsequent phases.

  • Phase 2: Site Selection Consultation. Following the conceptual development, this phase will focus on evaluating five to ten potential sites. The assessment will consider feasibility, zoning regulations, infrastructure availability, and potential community impact. Phase 2 is expected to take approximately three months to complete. Phases 1 and 2 will provide opportunities for stakeholder and community input. 

  • Phase 3: Schematic Design and Development. After selecting a site and establishing programs, this phase will advance the project for review. 

  • Phase 4: Plans and Specifications. This phase involves preparing construction documents for contractor bidding and securing necessary permits.

  • Phase 5: Construction Administration Services The final phase will provide ongoing design team support throughout the construction process.

The City received nine proposals in response to its Request for Proposals (RFP) for architectural planning and design services. According to the staff report, NJA Architecture was selected for its extensive experience with similar projects.
