Yesterday, Sacramento's long-awaited Railyard development encountered a potential roadblock that could be advantageous for the City of Elk Grove.

As allowed by law, residents in the Railyard development submitted letters of protest to Sacramento objecting to the formation of a Community Facility District, more commonly known as Mello Roos districts. According to CBS Sacramento News 13, there are currently about 250 people living in the area.

If the Sacramento City Clerk's office verifies that a majority of the residents and landowners object to the project financing plan, the formation of the Mello Roos District cannot be created for one year. A centerpiece of the development area is the proposed 12,000-seat soccer stadium for the Sacramento Republic FC, which Elk Grove-based Wilton Rancheria owns.

Even though Elk Grove Mayor Bobbie Singh-Allen spoke at a recent Sacramento City Council meeting in support of the project, should the one-year pause be enforced, it could create an opportunity to lure the soccer stadium to Elk Grove.

Although Elk Grove city officials have stated that the city is not trying to lure the stadium away from Sacramento, relocating the stadium would be advantageous for the Wilton Rancheria. The stadium could be built on the 100 acres of city-owned property previously slated for the failed Sacramento Zoo relocation project. 

Furthermore, the stadium would be within walking distance of the Wilton Rancheria's popular and rapidly developing Sky River Casino. For the Wilton  Rancheria, having the soccer stadium located near their casino would be a cash machine of unimaginable proportions. 

The one complicating factor in the Railyard protest and the possible relocation of the soccer stadium to Elk Grove is that it is organized, in part, by the labor union Unite Here Local 49 in Sacramento. Coincidentally, Unite Here Local 49 has an organizing effort underway at Sky River, and their tax protest could be a move to force Sky River to the bargaining table. 

While city officials deny any interest in luring the soccer stadium to Elk Grove, it is not hard to imagine Mayor Singh-Allen salivating at the possibility of landing a stadium that would cement her legacy, regional cooperation be damned.

Yeah, and the tribe can buy up some of the old broken down E-tran buses and shuttle patrons back and forth from the casino to the stadium. Equip each bus wiith little slot machines on the back of each seat and have BSA's cigarette connections provide the smokes!
