GRESHA members offer an overview of their history, rural area advocacy as Summer Villas battle looms

During the July 23, 2025, Elk Grove City Council meeting, two members of Elk Grove's GRESHA provided an overview of their history and advocacy for the city's rural area.
Speaking during public comment on non-agenda items, Eilene Conwell and Mel Scott detailed the history of GRESHA - the Greater Sheldon Road Estates Homeowners Association. The presentation was not done in a vacuum.
A developer is seeking to build a high-density subdivision near Sheldon and Waterman roads, which is designated as a rural area according to the city's General Plan. The proposed Summer Villas project seeks to develop 486 housing units on approximately 72 acres.
GRESHA and other community members argue that the project would change the character of the rural area. Notably, the project would require Sacramento County sewer and water hook-ups, which could be used as a justification for further high-density development in the area.
For over 25 years, Elk Grove has promised to preserve the area's character, which is primarily comprised of single-family dwellings on two or more acres. The rural area lies entirely within District 2, which is represented by Councilmember Rod Brewer.
The first-term council member will be up for reelection in 2026. Mr. Brewer's decision on whether to uphold the city's longstanding protection of the rural area could influence whether he is challenged and his prospects for retaining the seat.
Neither Mayor Bobbie Singh-Allen nor any of the three council members (Couniclmember Sergio Robles was absent) in attendance reacted to the comments.
