Supervisor Pat Hume urges pause, collaboration on Sen. Ashby's controversial homelessness legislation

During a news conference held this morning at the Sacramento County Board of Supervisors chambers, District 5 Supervisor Pat Hume urged a pause on legislation sponsored by State Senator Angelique Ashby (D - Sacramento). Additionally, Hume suggested that collaboration is needed between various agencies to address the region's homelessness crisis in Sacramento County.
Sen. Ashby's legislation, Senate Bill 802, proposes the creation of a new joint powers authority called the Sacramento Area Housing and Homelessness Agency, which would be responsible for all housing and homelessness programs in Sacramento County. The bill would have the effect of removing homelessness programming from Sacramento County and every municipality, including Elk Grove, and consolidating it under one agency.
The proposal has met with resistance from most mayors in Sacramento County and the Sacramento County Board of Supervisors. Joining Hume at today's news conference are two colleagues on the board, supervisors Rich Desmond and Phil Serna, and Folsom Mayor Sarah Aquino.
Interestingly, Sacramento County District Attorney Thien Ho has been the only Sacramento County elected official supporting the legislation. Former Sacramento Mayor Darrell Steinberg, a longtime advocate of regional-based governance, has joined Ashby's cause.
