Broken windows- Elk Grove retail centers to fall victim to broken window theory?

The broken window theory of crime states that as windows break and go unrepaired, buildings become increased magnets for crime and vandalism.

In Elk Grove the glut of foreclosures are prime targets for verifying whether or not the theory holds water. Now the empty houses have a co-target, misery does loves company after all, empty retail centers.

This never occupied retail space located on Elk Grove-Florin and Calvine (in Elk Grove boundaries) has been vandalized. As the picture demonstrated, someone decided to use the glass window for BB gun target practice.

This window withstood the barrage, but will Elk Grove be able to withstand the barrage of empty homes and retail spaces?
