The fatal accident that happened on Highway 99 near Grantline Rd. in Elk Grove Saturday night is now believed to be the result of excessive speed, not racing investigators say.

According to CHP, Jia Hui Chen (pictured right) of Stockton was driving at a high rate of speed when she lost control of her 2000 Honda Civic and when the car left the west shoulder on the south bound side of Hwy 99 broadsiding an oak tree.

Passenger Koob Vang of Stockton of Stockton was ejected and pronounced dead at the scene.

Initial reports suspected the incident involved street car racing but investigators have dismissed that possibility. The Sacramento District Attorney's office has released Chen from custody and will issue a warrant pending a completed investigation.

She took a life away.. A life that had so much coming for him.. He was a license pharmacist and graduated with doctorine degree.. sorry to hear that he was there at the wrong time... may you rest in peace....
