The “no holds barred’ human resources consultant hired by the Elk Grove City Council has ties to the scandal-tainted ex-director of the Sacramento Public Library system.

The consultant hired by the city to conduct a survey and interviews of city employees, Mary Egan, is a principal with the firm Municipal Resources Group (MRG). Another one of the eight principal’s at MRG, Ann Marie Gold, resigned last fall as the director of Sacramento Public Library under a cloud of suspicion.

Gold was specifically named in a report released by the Sacramento County Grand Jury investigating management of the system. Under Gold’s watch library employees were found to have been engaged in among other things a kickback scheme, ill-advised credit card use and overuse of consultants. Gold’s was cited for her lack of oversight.


The report also advised the board of directors to terminate Gold’s employment. Elk Grove’s representative is council member Sophia Scherman.

Before the board could dismiss Gold, she tendered her resignation following a lengthy performance evaluation. Subsequently, it was revealed by the Sacramento Bee that Gold received a $25,000 resignation pay-off from the library’s board of directors.

Separately, another principal at MRG, Tom Sinclair, was the author of the so-called Sinclair report recently commissioned by the Elk grove City Council. The lengthy report made several recommendations on management practices within the city.

While the association with Gold does not in any way mean that Egan, and for that matter Sinclair are prone to the improprieties that Gold has been alleged to commit, we must question the integrity of any firm that would hire a person of Gold’s caliber.

Furthermore, just how impartial can Egan be toward addressing employees concerns about Elk Grove city manager Laura Gill and Susan Cochran when they already have an established business relationship with the city? Will they really bite the hand that feeds them?

At a minimum, MRG appears to have an inherent conflict of interest. As for the city council, the question must be asked: Is the hiring of MRG genuine or are you just trying to gloss over the problems and hope they will go away?

What happened to the "transparency" in government? Why not hire a firm with NO ties to EG? Any firm who has Ms. Gold on their board must be questioned about their ethics and common sense. Ms. Gold should have faced criminal proseuction for her role in the library scandal. But, instead, she is giving a 25,000 bonus to retire quietly? Why is Elk Grove so afraid to tackle the truth straight on? Face your demons; clean house; move on; learn from your mistakes. What is this current board thinking?
