The Mayor of Elk Grove and two city council members have been found to have improperly documented state mandated financial disclosure forms.
In several citizen conducted audits, it was discovered that Mayor Sophia Scherman and council members Gary Davis and Patrick Hume had failed to carry over cash balances from reports for the first half of 2009 in the reports covering the second half of 2009.
According to Elk Grove City Clerk Susan Blackston, all three council members have been advised their Form 460 summary page failed to include a calendar year-to-date total and that an amended filing must be submitted pursuant to California Fair Political Practices Commission regulations.
Blackston said according to the regulations there is no deadline for filing amended statements but that they should be done as soon as “practicable.”
During the first half of 2009 Davis received contributions totaling $18,800, Hume received $14,397 and Scherman no contributions.
For Scherman, the omission could be viewed as a clerical error as she had no contributions in 2009. In an e-mail response to EGN Mayor Scherman said had already filed an amended form earlier today and noted “This was my mistake but corrected within hours of becoming aware of it.” (Scherman's filing has not been listed on the city's website as of this posting.)
Like Scherman, Davis said the omission was an oversight on his part and that it would be corrected this weekend. Davis also noted that all contributions on both reports had been fully disclosed.
Hume has not responded to e-mail request seeking comment on the matter.
