Saying the city’s inclusion of the Cosumnes River floodplain is “muddying the waters” of Elk Grove’s sphere of influence (SOI) application, Elk Grove City Council member Gary Davis sought to have the council consider removing the floodplain from the application during Wednesday nights regular meeting.
Davis said inclusion of the floodplain was causing the strong opposition to the SOI and that city’s main focus should be on the creation of jobs and providing community safety. “It is time to take a step back,” Davis said
The comments were made during the council’s portion of the meeting where future agenda items are planned.
Initially Davis sought to have a discussion at the next council meeting to specifically remove the item from the application. However the other council members were hesitant and instead decided to have a general discussion about the floodplain during the April 14 meeting.
In his opposition to Davis’ request was council member Pat Hume who said it would be premature to remove the floodplain from the application. Hume has been one of the strongest advocates for pursuing the SOI application with the Sacramento LAFCO.
“We have not yet heard the other side of the coin of the benefits that come from leaving it [the floodplain] in,” Hume said.
Contacted after last night’s meeting, Davis submitted the following comments to EGN regarding the floodplain:

Elk Grove has no business trying to annex land that is in a flood plain. The city has too many other more important issues to deal with, including job growth and public safety, and we need to refocus on that.
Bringing a floodplain into city boundaries will only tempt developers to build on it. And, hours of staff time and city money will be wasted developing agriculture and flood plain management policies. This is time we should spend dealing with the issues we have today.
My colleagues on the city council have agreed to consider removing the floodplain from the SOI application. It will be on the April 14th City Council meeting agenda. But, making the change won’t be easy. I strongly encourage residents to show up in force on April 14th and stand with me to insist the city get its focus back on creating jobs and keeping our community safe.

Sounds like there is at least "one" city council member looking out for our best interests instead of their OWN. Guess we'll see April 14th.
It's refreshing to hear electeds echoing the words of their constituants. Mr. Hume is might be working on his own sphere of influence. Perhaps his coin has two faces... the flip side echoes the top side. Heads he wins - tails we lose. No need to wait... or debate... the SOI is what's premature. Shut it down the same as we shut down the charter. One day we'll have leadership that can get these things done - but that's not happened yet.
There is only one reasonable way to resolve this, a vote of the people. We must take back the "local control" we were talked into voting for ten years ago.
The Cosumnes River and its floodplain are too valuable an asset to the entire state to be entrusted to one city, especially a city like Elk Grove with a checkered 10 year history. We are currently still being embarassed by missteps, mistakes, and unauthorized use of power for political gain.

Talking about coins with two faces, where was Gary on this before the election year? Now that he has a strong opponent talking about running against him all of a sudden he is pandering to voters with his concern on this issue.
LET YOUR VOICES BE HEARD...TAKE THE FLOODPLAIN OUT OF THE SOI OR WE WILL TURN YOU ALL OUT OF OFFICE...GET IT???? EVERYONE MUUST TAKE THE TIME TO ATTEND THE APRIL 14 CITY COUNCIL MEETING TO LET THEM KNOW...THEY SERVE US...WE DON'T SERVICE THEM!!!!!!
