Although they are normally recessed for their first meeting in August for summer break, at the last minute a special meeting of the Elk Grove City Council was scheduled yesterday afternoon for a 5 p.m. closed session.
The closed session meeting include a discussion of a lawsuit between Monty R. Stanley against Bobo Construction. Bobo was the general contractor that built the city's recently opened Special Waste and Collection Center located at 9255 Disposal Lane.
The site of the city's new waste facility is on land purchased from Gyan "Guy" Kalwani. The site was formerly a waste recycling facility.
In 2012 Kalwani was sued by the Sacramento County District Attorney's office for environmental and business practices violations.

Stanley was a subcontractor for Bobo but was fired prior to completion of the project. The case being discussed in the closed session is filed with the Sacramento Superior Court, Case 34-2013-00151165.
Stanley and North West Surfacing also filed a lawsuit against Bobo and the City of Elk Grove in Federal Court earlier this year, Case no. 2:2014at00015. The disposition of that case is not known as of this posting.
