Innovations & strategic planning director for Elk Grove accepted European travel gift from left-leaning think tank

Elk Grove innovations & strategic planning director Christopher Jordan traveled overseas in 2022 after accepting a gift from a Washington D.C. think tank. |  


The city of Elk Grove zoning administrator and director of strategic planning and innovation, also known as the Innovations Czar, accepted a trip to Europe in 2022.

Christopher Jordan reported one gift he received in 2022 from Washington D.C.-based Aspen Institute. Jordan described the gift as "nonprof. [sic] form for values-based leadership and ideas."

The travel description was to Amsterdam, The Netherlands. The dates provided were October 6 through October 11, and Jordan assigned no value for the travel, meals, and accommodations.

Founded in 1949, the Aspen Institute describes itself as "a nonpartisan forum for values-based leadership and the exchange of ideas." 

According to Media Bias Fact Check, Aspen has a "slight to moderate liberal bias." Additionally, "they often publish factual information that utilizes loaded words (wording that attempts to influence an audience by appealing to emotion or stereotypes) to favor liberal causes." 

Information on Aspen's website about the conference Jordan appeared to attend was called CityLab2022. That invitation-only conference was held October 9 through 11 in Amsterdam and was co-hosted by Bloomberg Philanthropies.

Not sure why he had to fly all the way to Amsterdam, Europe just to learn how to innovate little Elk Grove, California--where the biggest hurdles we face are how to streamline the In-N-Out drive thru lanes, getting a good deal on used zoo animals, and well...just keeping a good supply of rubber stamps in stock?

Amsterdam is a city filled with temptations. If Christopher enjoyed any of those temptations lets hope he used his own cash!

EGN states the following, “Jordan described the gift as "nonprof. [sic] form for values-based leadership and ideas." The Aspen Institute is a “global nonprofit organization.” But is it a 501(c)3 charity?

There are many kinds of nonprofits. In order to get around the gift travel law, according to the FPPC, ‘Certain Travel from a Government Agency or 501(c)(3). Travel payments provided to the official by any state, local, or federal government agency as part of the official’s employment with that agency or provided to the official by a bona fide non-profit, tax-exempt (501(c)(3)) entity for which the official provides equal or greater consideration. (Section 82030(b)(2).) Any person who claims to have provided consideration has the burden of proving that the consideration received is of equal or greater value.”

Amsterdam to Elk Grove. That's a bit of a stretch, huh? Looks like the entire staff of city employees has their hands out waiting for the next freebee, kinda like our homeless. Maybe the city's doing a study on the homeless? Hey, that's the ticket! Studying the homeless!
