Has Elk Grove waved the white flag acknowledging their Oak Rose negotiations failure, imminent approval?

Like every Monday morning, today Elk Grove released their email highlighting upcoming events in the city. Along with announcements about a Martin Luther King Jr. breakfast next Monday and others, the city provided an update on the controversial Oak Rose supportive housing project.

The city does not usually announce controversial hearing matters in its weekly emails. However, the Elk Grove City Council's July 2022 rejection of the Oak Rose supportive housing project has generated unwanted publicity for the city.

Aside from tarnishing the city's claim of being a diverse community welcoming to people from all walks of life, the controversy has become a political fiasco for Mayor Bobbie Singh-Allen and her city council. Additionally, California Attorney General Rob Bonta is suing the city for fair housing law violations, and the city's housing policies are under a microscope.

With this announcement, is the city waving the white flag, indicating imminent approval?  Or, as one person has commented, Mayor Singh-Allen and her city council will "pull a rabbit out of the hat?"
