The Elk Grove City Council welcomes, appreciates, and encourages participation in the City Council Meeting. The City Council requests that you limit your presentation to three (3) minutes per person so that all present will have time to participate. The City Council reserves the right to reasonably limit the total time for public comment on any particular noticed agenda item as it may deem necessary.

If you wish to address the Council during the meeting, please complete a Speaker Card and give it to the Assistant City Clerk prior to consideration of the agenda item.

Pursuant to Government Code 54957.5, a writing that is a public record relating to an agenda item for open session of a regular meeting distributed to a majority of the City Council less than 72 hours prior to the meeting will be posted on the City’s website, and physical copies of any such materials will be available for public inspection at the Office of the City Clerk, 8401 Laguna Palms Way, Elk Grove, CA during regular business hours.

5. PUBLIC COMMENT

Members of the audience may comment on any item not on the agenda that is of interest to the public and within the subject matter jurisdiction of the City Council. Each person will be allowed three minutes, or less if a large number of requests are received on a particular subject. The City Council cannot take action on nonagendized items raised under “Public Comment” until the matter has been specifically included on an agenda as an action item. Members of the public desiring a response to a specific question are encouraged to contact any member of the Council or the City Manager at any time. Those audience members who wish to address a specific agendized item are encouraged to offer their public comments during consideration of that item.

8.1 SUBJECT: A public hearing to consider resolution approving a Determination of Public Convenience or Necessity for the sale of beer, wine, and distilled spirits (ABC Type 21 License) for the Rocket Convenience Store Project located at 9001 Grant Line Road (PCN24-001; APN: 134-0550-009) (CEQA Exempt) [p. 1-24] STAFF REPORT: Kyra Killingsworth, Senior Planner

 PUBLIC COMMENT:

RECOMMENDATION
Adopt resolution finding the Rocket Convenience Store Project (PCN24-001) exempt from the California Environmental Quality Act, and approving a Determination of Public Convenience or Necessity for a Type 21 Alcohol License) for the sale of beer, wine, and distilled spirits for off-site consumption for the Rocket Convenience Store Project (PCN24-001). 8.2 SUBJECT: Conduct Public Hearings in consideration of resolutions calling special elections and declaring results of the special elections to annex certain territory as described to Community Facilities District No. 2006-1 (Maintenance Services) for the Stathos Self Storage and Sutter Campus Expansion Projects; Street Maintenance District No. 1, Zone 2-J for the Sutter Campus Expansion Project; and Storm Water Drainage Fee Zone 2 for the Stathos Self Storage, Sutter Campus Expansion, and Stone Springs Estates Map Projects; and to introduce an ordinance levying and apportioning the special tax to the annexing areas and amending Elk Grove Municipal Code Section 3.19.010 [p. 1-149]

RECOMMENDATION Conduct public hearings and take the following actions: A-1.Adopt resolution calling a special election to submit the question of levying a special tax within the area proposed to be annexed to Community District No. 2006-1 (Maintenance Services) (Annexation No. 97) to the qualified electors for the Stathos Self Storage and Sutter Campus Expansion Projects. A-2.Adopt resolution declaring the results of the special election held on August 14, 2024, for the ninety-seventh annexation to Community Facilities District No. 2006-1 (Maintenance Services).
A-3. Introduce and waive the full reading, by substitution of title only, an ordinance levying and apportioning the special tax in the ninety-seventh annexation to Community Facilities District No. 2006-1 (Maintenance Services) and amending Elk Grove Municipal Code Section 3.19.010.
B. Adopt resolution declaring no majority protest and determining to levy assessments in Street Maintenance District No. 1 – Zone 2-J (Laguna Area) for the Sutter Campus Expansion Project pursuant to the Benefit Assessment Act of 1982.
C. Adopt resolution declaring no majority protest and determining to levy assessments in Storm Water Drainage Fee Zone 2 (Annexation No. 67) for the Stathos Self Storage, Sutter Campus Expansion, and Stone Springs Estates Map Projects pursuant to the Benefit Assessment Act of 1982.
