Elk Grove city government watchdog Lynn Wheat revealed the loss of $500,000 in  
taxpayers' money during the April 9, 2025, Elk Grove City Council meeting. | 


On Wednesday, April 9, the Elk Grove City Council held its seventh regular meeting of 2025, which lasted three hours.

Among the items presented to the mayor and city council was a report by City Manager Jason Behrmann on the default of a $500,000 taxpayer-guaranteed loan to Sacramento restauranteur David Hargis. The taxpayer loan was made to Hargis for the Slow and Low restaurant launch in Old Town-Historic Downtown Elk Grove, which opened and closed in six months. The city council also approved a $3.3 million loan to an affordable housing developer. Check back for more reports on last night's session.
