Hume acknowledges missing documents; Where are they?

Last spring EGN reported on missing documents from two Elk Grove Council members - Pat Hume and Sophia Scherman. According to research conducted regarding the the 2009 "Cap to Cap" lobbying trip which the two, along with fellow council members Jim Cooper and Gary Davis participated in, failed to properly file documentation regarding lobbyist dinners they accepted during the trip.

In subsequent correspondence to EGN, both acknowledged their failure to file the required documentation and would file amended statements. Within hours Scherman an amended form reflecting the meals in question.

In correspondence to EGN on April 6, Hume promised to file an amended statement. As of this morning, the amended form does not appear on the Elk Grove City Clerk's site.

City clerk's explanation


As a follow up, EGN recently contacted interim City Clerk Jason Lindgren regarding Hume's amended statement. Lindgren said that the city clerk acts as a sort of intermediary in filing and that Hume had filed his statement within the proper time.

In his correspondence, Lindgren also noted:

"In terms of Council Member Hume’s Annual filing to report 2009, his 700 was received in a timely manner, and forwarded to the FPPC (as an 87200 Filer). No further notification was required.

I surmise from the articles you have written that you believe there is a material omission in Mr. Hume’s 2009 filing. Since the FPPC is the filing officer, they are the agency that would address issues with the content of forms that are filed with them. Complaints can be filed to the FPPC, either anonymously or formally, for more information you can access the FPPC website:"

By simply connecting the dots that Hume acknowledged there was a filing omission regarding his acceptance of lobbyist meals and Mayor Scherman's filing of an amended statement that is consistent in nature with Cooper and Davis' statement, it would appear something is amiss with Hume's statements.

It is our hope that Council Member Hume comes clean and either files his amended form as he committed to or provides an honest explanation for his reporting inconsistencies.

EGN: The answer is simple. Hume suffers from Leary's Syndrome. Laws, let alone rules, campaign finance otherwise, don't apply to him. Rules and laws are for the less than fortunate, certainly not for the rich, and most certainly not people for like Leary and Hume who think they are smarter than 99% of people in the world, including agents of authority such as the DA's office, grand jury and the FPPC.

Some may not know what a Form 700, Statement of Economic Interest is and what was omitted by Mr. Hume and acknowledged by Mr. Hume as an omission, was the Schedule D, "Income & Gifts" he received during 2009.

For me, this brings into question a persons "credibility" and very troublesome for an elected official who is part of a team making financial decisions for the City of Elk Grove, but can't seem to file a simple Form reporting his gifts received.

Now, do I want someone who can't even follow simple State Political Rules making my decisions here in EG.......NOT!

Something that keeps running through my mind is a STARS comment about someone she had dated, calling him a "dirt sandwich". Don't know why that keeps popping up......maybe I need a break! :-)

Patrick Hume does not even wave his hand without asking the head mistresses permission first, when it comes to many things.

So he must have been told that filing forms does not have to be at the top of his list, or at least right now. I wonder how his fiancee will like that once they are married; unless of course he decides not to file those papers either. No, I'm rethinking that, he probably will file the license as backup in the event his financial backing falls through on the home front.
