Elk Grove Police Seek Help Locating 3-Year old Child Abducted by At-risk Mother

The Elk Grove Police Department is seeking assistance locating 3-year old Kira Chen, who was allegedly abducted by her biological mother. 

On Thursday  April 20, 2017, at 6:39 p.m., officers responded to the 3000 block of Babson Drive regarding a child abduction. Officers contacted the reporting party who indicated that 29-year old Panpan Chen, the child's biological mother, picked the child from school today.  

According to school staff, Ms. Chen was with an older Asian female, unknown to them. Chen's cellular phone is currently turned off and their location is unknown.  

Chen has made suicidal statements in the past week and has associates in China, and the reporting party believes she may attempt to take the child out of the Country. Chen has no vehicles associated to her.

Kira Chen is 3 years old, 2'6" tall, 32 lbs, with brown collar length hair and bangs. She was last seen wearing a light grey long sleeve shirt, grey and blue polka dot leggings, and pink shoes.
